The following are the recommendations of the Committee on Public Works
which were considered at its meeting of March 2, 1977:

No. 15.1 : HAWAII COUNTY TRANSIT SYSTEM - DECEMBER OPERATING REPORT
From Mayor Herbert T. Matayoshi dated February 17, 1977
transmitting for information, the Hawaii County Mass
Transportation Agency' s Systems Operating Report and
statistics for the month of December, 1976.

No. 37.1 : REQUEST FOR STREET LIGHT (Pet. 31.1/PWC-88)
From Mayor Herbert T. Matayoshi dated February 11, 1977
informing that plans have been drawn for street lights
- at the State Belt Highway and Glenwood Homestead Road
and will be submitted for State Highway approval and
Joint-Pole share with the utility companies. Upon
approval, installation will be made thru capital
improvement funds for improvement in the Puna District.

No. 81.1 : IMPROVEMENT TO RAILROAD AVENUE FROM KAPOHO TO PIER
From Chief Engineer Edward Harada dated February 7, 1977
responding to request for a status report on existing
railroad rights-of-way connecting the Puna and South
Hilo Districts.

No. 131.1: AMENDMENT TO CITY OF HILO ZONING MAP FUTURE KUPULAU ROAD
WIDENING
From Planning Director Raymond Suefuji dated February 28, 1977
commenting on the 80-foot right-of-way for Kupulau Road and
suggests action be taken on Bill 278 as there are several
single-family residential building proposals which are being
affected by the current alignment.

No. 163 : DEDICATION DEED - KEOPU HEIGHTS SUBDIVISION
From Assistant Corporation Counsel Stephen G. Bess dated
January 20 , 1977, transmitting for acceptance the dedication
deed from RMF Associates, Inc. , for the roadways and Grant
of Easement for the drainage system within the Keopu Heights
Subdivision. Advises the descriptions within the documents
have been checked and found to be acceptable for dedication
by the Department of Public Works; also that the subdivision
roadways have been constructed according to County standards.

informing the drainage easement located mauka of the
subdivision was established in consideration of the hydraulic
design of the drainage system; that the necessary drainage
construction within the easement has been completed and
found acceptable for dedication.

No. 180 : ESCAPE ROUTES - PUAKO
From Councilman Joseph R. Garcia, Jr. , dated February 18, 1977
submitting for information copy of his letter to Chief Engineer
Edward Harada requesting consideration of two tidal wave
escape routes for the Puako Community.

�No. 181 : KEAAU-PAHOA ROAD, PAHOA BYPASS PROJECT NO. 130AB-01-76
From E. Alvey Wright, Director, Department of Transportation
dated February 18, 1977 informing their Highways Division
has started planning studies to determine the most feasible
corridor alignment for the realignment, of Keaau-Pahoa Road
and submits project location map.

ORDINANCE
Bill No, 278: AMENDMENT TO CITY OF HILO ZONING MAP FUTURE KUPULAU ROAD
WIDENING
Amends Section 7. 29 , the City of Hilo Zoning Map of Chapter 8
(Zoning Code) , Article 2, Hawaii .County Code, as amended
relative to the proposed Kupulau Road right-of-way width
at Waiakea Homesteads, South Hilo.
