The following are the recommendations of the Committee on Public Works
which were considered at its meeting of March 16 , 1977 :
COMMUNICATIONS
Comm. 66 : TRANSFER OF FUNDS - MOHOULI STREET
(Res. 16) From Finance Director Stanley A. Nakamae dated
December 23, 1976 informing that the Mohouli Street
resurfacing project was completed with the Community
Development Block Grant Program funds; therefore,
recommends adoption of Resolution 16 to transfer
$150 ,000 to the project entitled "Resurfacing and
Improvements to Hilo Streets, " a portion of which
will be used to resurface Kilauea Avenue between
Lono and Ohea Streets.
Receive and file.
Azc, - 66.1 : From Chief Engineer Edward Harada dated February 28, 1977 ,
(Res. 16, responding to request for specific projects to be funded
revised) from the $150 ,000 available from the Mohouli project.
The resurfacing of Kilauea Avenue will cost $50,000 and
recommends that the balance of $100 ,000 be utilized for
improvements to Mamalahoa Highway - Mud Lane to Puukapu;
requests favorable consideration on amended Resolution 16.
Approve and recommend adoption
of Resolution 16, as revised.
Comm. 82: LEGISLATIVE BILLS
From Council Chairman Harvey S. Tajiri dated January 10 ,
1977 transmitting for review and recommendation, proposed
bills for consideration at the 1977 Legislature.
82.1 : From Legislative Auditor Harry Takahashi, Mass Transit
Manager Barney Menor, and Deputy Corporation Counsel
Alan Okamoto, dated March 3, 1977, commenting on R-8( 77)
and recommends County' s position should be as not favoring
this legislation.

February 25 , 1977 responding to his letter of February 14,
regarding requirements for installation of service
laterals for the proposed subdivision.

No. 198: GUARANTEE ACCESS TO WATER FOR FARMERS
Copy of letter to Mayor Matayoshi from Greg Nielson,
President, UH Hilo Young Farmers, dated March 2, 1977,
informing that their membership unanimously voted to
urge the County to take action to guarantee access to
water for residents and particularly farmers. Water
is of critical importance to farmers who have no County
water supply and recommends that pay meters be installed
permitting purchase of a hundred gallons of water at a
time at a reasonable fee from County standpipes throughout
the county.

& --- No. 210 : BONDS FOR KULAIMANO SEWERAGE SYSTEM PROJECT
(Bill 291, From Director of Finance Stanley A. Nakamae dated
Res. 50) March 4, 1977, informing the Farmers Home Administration
has agreed to purchase up to $500,000 in general obligation
bonds of the County at an interest, rate of five percent
to finance the local .share of constructing the Kulaimano
Sewerage System. This project is underway, and the County
portion of the contract has been committed;.-
As
ommittedy.=As the interest rate is very favorable, recommends the
County take advantage of the offer by FHA; however, before
this can be done, an ordinance must be adopted. Additionally,
Resolution 586 (1976) should be amende4 to satisfy bond
counsel, Wood Dawson Love and Sabatine.
Recommend passage of Bill 291
on first reading and adoption
of Resolution 50.

4 C.- No. 219 : ROAD DEDICATION DEED - KUKUI ESTATE - KEONEPOKO, PUNA,
(TMK-1-5-07 : 3)
From Acting Corporation Counsel Stephen G. Bess dated
March 14, 1977 transmitting for acceptance, the dedication
deed for roadway within the Kukui Estate Subdivision.
Advises the description has been checked and found to be
acceptable for dedication by the Department of Public Works;
also that the roadway has been constructed according to
County standards.
Accept roadway dedication deed.
ORDINANCE
Bill 292: AMENDMENT TO IMPROVEMENT DISTRICT ORDINANCE
Amends Chapter 16 of the Hawaii County Code relating to
improvements by assessment.
Recommend passage on first reading
and refer back to Committee.
