Matayoshi dated September 13 , 1977, transmitting for information the Hawaii County Mass Transportation Agency' s Systems Operating Report and statistics for the month of July, 1977. Receive and file. HAWAII BELT ROAD, HOLUALOA TO PAPA PROJECT NO. F-011-1(8) TTo. 40.1 : From E. Alvey Wright, Director, Department of Transportation dated August 29 , 1977 informing that they will be preparing the final environmental impact statement for the Hawaii Belt Road, Holualoa to Papa. Line "A-1" was selected only after a careful review of comments received on the draft environ- mental impact statement and testimonies received at three public informational meetings and one public hearing; and list reasons why Line A-1 was determined to be the most feasible alternative. States after acceptance of the EIS by the Governor and the Federal Highway Administration, they will request the Federal Highway Administration to approve the Line A-1 corridor; then conduct detailed studies of possible align- ments within the corridor and hold further public meetings and a design hearing to obtain the public' s views an these studies. Receive and file. No. 293.1: ORDINANCE BILL NO. 306 From Mayor Herbert T. Matayoshi dated June 13, 1977, stating that Corporation Counsel has advised him that the enactment of. Bill 306 does not repeal or otherwise remove the require- ment that landowners within the Downtown Hilo area must abide by the rules and regulations of the proposed Downtown Hilo Parking District as provided by Ordinance No. 53, Hilo Downtown Development Plan. In order to obtain final approval to develop and build up their parcels, downtown Hilo landowners must abide by the rules and regulations of the Downtown Hilo Parking District. Matayoshi dated August 10, 1977, submitting comments regarding; the enforcement of Bill 306 (Ordinance 281) relating to the waiver of parking requirements in Downtown Hilo. Receive and file. 4 - No. 527 DRIVEWAY VARIANCE - WAIMEA FIRE STATION (Res. 166) From Chief Engineer Edward Harada dated September 9, 1977 submitting for consideration and approval, a resolution for a driveway variance for Waimea Fire Station=which was reviewed and approved by the Corporation Counsel' s office. Also submits Planning Department' s memo approving the driveway variance. Approve and recommend adoption of Resolution 166. Res. 165 : ORDINANCE 281 (C-293) Mandates the Planning and Public Works Department to immediately carry out the intent, purpose and provisions of Ordinance No. .281 relating to supplementary off-street parking and loading regulations.
