HomeMy WebLinkAboutREP PWC 018 10/05/1977 1976-1980 COMMITTEE ON PUBLIC WORKS • REPORT NO 18 Chairman and Members of the Hawaii County Council Hilo, Hawaii The following are the recommendations of the Committee on Public Works which were considered at its meeting of October 5 , 1977: COMMUNICATIONS �No. 213: PRELIMINARY REPORT - IMPROVEMENT DISTRICT (C-1799) WAIKOLOA BEACH RESORT, WAIKOLOA SOUTH KOHALA From Chief Engineer Edward Harada dated March 10, 1977, submitting for consideration in accordance with Resolution 666 adopted December 6, 1976, a report entitled, "Preliminary Report 'in the Matter of Permanent Improvement Proceedings for Waikoloa Beach Resort in Waikoloa, District of South Kohala, Hawaii." The report is to be acted upon after having been filed with the Council for one week from the date of filing. Receive and file. From Willis H. Sanburn dated September 28, 1977, informing they have decided to seek an alternativemethod of financing Phase I improvements within the resort develop- ment area covered by their Waikoloa Improvement District Application; therefore, requests the withdrawal of said application. Should future development phases of Waikoloa require assistance of improvement district fi- financing, asks 'favorable consideration of their application if it is appropriate and meets the County' s requirements. Accept Withdrawal of Waikoloa Improvement District Application. .7No. 471: PROPOSAL - KILAUEA/KAWILI STREET INTERSECTION From Councilwoman Merle K. Lai dated August 8, 1977, submitting for consideration, "A Proposal for the Kilauea/Kawili Streets Intersection and Surrounding Area" compiled byMiss Marlene Kufrovich and classmates as a p research project for. the Regular Summer Session of the University of Hawaii at Hilo, Hawaii Community College, Traffic Administration and Procedures Class. States this intersection has earned and retained the title as the most accident prone in the entire Hawaii County and this situation can only get worse with the reopening of Hilo College with the inter-campus commuting that necessarily occurs, and the opening of the new Waiakea High School. L_ No. 489 • QUEEN LILIUOKALANI VILLAGE - TRAFFIC PROBLEM ,.� From officers and residents of Queen Liliuokalani Village and Kealakehe Parent-Teacher Organization dated August 4, 1977, citing the hazardous condition of Students having to cross Palani Road to Kealakehe school and to catch the bus to Konawaena High School. Informs the Kona Traffic Safety Committee is in agreement to support a see-through overpass and asks for a solution to their problem before school starts in September. 489.1 : From Edward Harada, Chief Engineer, dated September 22, 1977, responding to C-489. Awe. 489. 2: From J. R. Smoot, Executive Vice President, Kona Coast Chamber of Commerce, dated September 23 , 1977, informing the Chamber wishes to go on record endorsing the construction of a pedestrian overpass between Queen Liliuokalani Village and Kealakehe School on Palani Road in Kailua-Kona. Bill 344: AMENDMENT TO CIP ORDINANCE (C-489) Amends Ordinance 289 relating to public improvaments and financing thereof for the fiscal year July 1, 1977 to June 30, 1978,. by adding the project, Kealakehe Pedestrian Overpass, $175 ,000; and transferring said amount from the Contingency Fund created under Ordinance 264 (Kua Bay Beach Park Project) .
