From Mayor Herbert T. Matayoshi dated October 4, 1977,
transmitting for information the Hawaii County Mass
Transportation Agency' s Systems Operating Report and
statistics for the month of August, 1977.

No. 181.1: KEAAU-PAHOA ROAD, PAHOA BYPASS
From E. Alvey Wright, Director, Department of
Transportation, dated October 5 , 19 7 7, informing that
their department has scheduled an informal public
discussion at 7 :30 p.m. on October 27, 1977, at the
Pahoa Neighborhood Facility Community Center for the
proposed Pahoa Bypass Road to inform the public of
the planning studies, solicit comments from the affected
parties, and further involve the, public in the planning
process.

*No-. 402.1: KUL,AIMANO SEWER USER CHARGE
TT' (Bill 343) From Chief Engineer Edward Harada dated September 28,
1977, transmitting the final submittal of the user
charge system for the Kulaimano Wastewater Disposal
System and the proposed ordinance to be adopted. This
proposed ordinance has been tentatively approved by
EPA. Informs to continue receiving Federal funds for
construction of the system, the ordinance must be
adopted prior to completion of 80 percent of the project
or funds would be held back until the ordinance is
adopted.
Recommend passage of Bill 343 on
first reading and refer back to PWC.

From Deputy Corporation Counsel Lionel D. Meyer dated
September 29 , 1977, transmitting for acceptance, the
roadway dedication deed for the subject subdivision.
Advises the description of the roadway has been checked
and found to be acceptable for dedication by the
Department of Public Works; also that the roadway has
been constructed according to County standards..

No. 566: BIG ISLAND CLEANUP CAMPAIGN
Copy of letter to Department of Parks and Recreation
from Jeremiah Cahill, Hawaiian Civic 'Club of Ka'u dated
October 7, 1977, informing that while actively partici-
pating in the Big Island Cleanup Campaign, they found
that there was too much non-returnable packaging material.
Urges the State and Countyofficial to consider legislation
similar to the Oregon Bottle Bill of 1972 requiring
industry to produce containers which can be returned, for
a deposit; believes this will be one positive step towards
ending the litter problem.

(Res. 173) MAUNA KEA BEACH ROUTE

1977, submitting a resolution authorizing a three-year
bus contract for the Kohala to Mauna Kea Beach Route and
a two-year bus contract for the Honokaa to Mauna Kea Beach
route, subject to earlier cancellation.
