Alvey Wright, Director, Department of Transportation, dated October 5 , 19 7 7, informing that their department has scheduled an informal public discussion at 7 :30 p.m. on October 27, 1977, at the Pahoa Neighborhood Facility Community Center for the proposed Pahoa Bypass Road to inform the public of the planning studies, solicit comments from the affected parties, and further involve the, public in the planning process. 45) ' Receive and file. *No-. 402.1: KUL,AIMANO SEWER USER CHARGE TT' (Bill 343) From Chief Engineer Edward Harada dated September 28, 1977, transmitting the final submittal of the user charge system for the Kulaimano Wastewater Disposal System and the proposed ordinance to be adopted. This proposed ordinance has been tentatively approved by EPA. Informs to continue receiving Federal funds for construction of the system, the ordinance must be adopted prior to completion of 80 percent of the project or funds would be held back until the ordinance is adopted. Urges the State and Countyofficial to consider legislation similar to the Oregon Bottle Bill of 1972 requiring industry to produce containers which can be returned, for a deposit; believes this will be one positive step towards ending the litter problem.
