HomeMy WebLinkAboutREP PWC 022 01/10/1978 1976-1980 110 • COMMITTEE ON PUBLIC WORKS • REPORT No. 22 • Chairman and Members of the Hawaii County Council Hilo, Hawaii The following are the recommendations of the Coujunittee on Public Works which were considered at its meeting of January 10, 1978: COMMUNICATI ONS No. 428: PETITION - COMPLAINT AGAINST LARGE VEHICLES ON ALII DRIVE IN KAILUA-KONA From Councilman James L. K. Dahlberg dated July. 1, 1977 , transmitting copy of letter from Mr. Dave_ Busey, Kona Coast Chamber of Commerce, along with a petition and letter from. the Exchange Club of Kona registering their complaint on the use of large vehicles on Alii Drive in Kailua-Kona. 428.1 : From Mayor Herbert T. _Matayoshi dated ".December 14, 1977 informing that the County has the statutory power to exclude vehicles from Alii Drive where safety is a consideration. However, they are not aware of any showing of specific dangerous or hazardous conditions due to bus and truck traffic; therefore, feels they do not have the legal basis for banning large vehicles from Alii Drive. (PWC Chairman to communicate with concerned parties. ) 4,,,6.-No. 605 : TRAFFIC PROBLEM ON PALANI ROAD, KAILUA-KONA From Chief Engineer Edward Harada dated November 4, 1977, requesting amendment to Chapter 6 (Traffic Code) , Hawaii County Code, Article 6, by adding Section 3 to restrict exit movements from driveways 1 and 3 to right-turns only. These changes are necessary to implement the revised traffic pattern on Palani Road as approved by the Council. Approve request and refer to Corporation Counsel to prepare proper amendment. No. 196.2 : Copy of letter to Mayor Herbert T.' Matayoshi from James M. Greenwell, President, Lanihau Corporation, dated November 15 , 1977, commenting on the Public Works Department ' s plan for solving the traffic problem on Palani Road in Kailua-Kona and requests clarification on several questions as listed. • Report No. File No. BNM. No® lI 3 ADOPTED: January 16, 1977 Date: JAR 16 1978 411 • PWC-22 - 2 - January 10 , 1978 (Cont'd) 'No. 196. 3 : Copy of letter to the Editor, West Hawaii Today, from Earl Younker, dated November 16, 1977 , informing he feels the Public Works Department is leaning in the right direction in the traffic revision at the intersection of Kona Coast Shopping Center, First Hawaiian Bank, post office, etc. , but fails to see why the patrons of the bank and post office who desire to go to the shopping center are not permitted to turn left into the shopping center at the proposed new median cut at Pioneer Federal which may well create a more confused and congested situation that now exists. 605.1 : Copy of letter to Henry A. O 'Neal from traffic Engineer Richard Mitsumori dated December 15 , 1977 informing the proposed plan is an interim one within the present County right-of-way. It consists primarily of restriping, except for the construction of one new median opening. This proposal will provide temporary relief to the present congestion at the driveway entrances while a permanent solution is being resolved, designed and constructed. Informs his suggestion will be kept on file as one of the possible alternatives in consideration for a permanent solution. 605. 2 : From Chief Engineer Edward Harada dated December 29 , g1977, submitting copy of the Mayor' s response to Mr. Greenwell. (C-196. 2) Receive and file. 44z,„ (1-No. 621.1 : "PALMS OF THE PACIFIC" PARK (C-621/PSC-24) From Mashuri Newell , Secretary, Big Island Association of Nurserymen, dated December 12, 1977 informing their Executive Board supports the proposed park by offering appropriate plants, landscaping, and other unspecified support. Refer to Department of Land and Natural Resources for consideration together with C-621. No. 632 : RELOCATION OF CIVIL DEFENSE SIREN IN KAILUA-KONA From Councilman William Kawahara dated December 5 , 1977, requesting con sideration on behalf of the family of Minoru Hirai , who resides at Lunapule Road, Kailua-Kona, the relocation of the Civil Defense siren placed in the area. 632. 1 : From Civil Defense Administrator dated December 29 , 1977 responding to C-632. Receive and file. a 411 111 PWC-22 - 2 - January 10, 1978 c_ No. 642 : HUALALAI ROAD IMPROVEMENT (Alii Drive to Kuakini Highway) (Res. 210) From Chief Engineer Edward Harada dated December 8, 1977, submitting for consideration and adoption, a resolution providing for the acquisition of land for the construction of the subject project through eminent domain proceedings.
