The following are the recommendations of the Committee on Public Works
which were considered at its meeting of January 25 , 1978:
COMMUNICATIONS -
�No. 404: NOISE CONTROL PROGRAM
Copy of letter to E. Alvey Wright, Director, Department
of Transportation, from Councilwoman Merle K.* Lai dated
June .30, 1977, calling attention to the noise that
commercial flights are causing over portions of the South
Hilo district upon entering General Lyman Field. A
suggestion offered by Mr. Emilio Samson, U. S. Department
of Transportation, Airport Division, FAA, and Mr. Shigeru
Tanoue is! to lengthen the runway in order for them to
bring in aircrafts over the Hilo Bay area, thereby eliminating
th=e_ noise problem over the South Hilo District.
Realizes that to establish a noise control problem can be
a complex management legal and technical problem but believes
that alternative solutions can be assessed in light of the
legal framework established by Federal and State Laws.
404.1 : Copy of letter to E. Alvey Wright, Director, Department of •
Transportation, from Councilwoman Merle K. Lai dated June 29 ,
1977, asking what specific steps will be taken by his office
to reduce or eliminate the excessive noise problems generated
by the jet aircrafts at General Lyman Field.

From Milton T. Hakoda, dated June 21, 1977 transmitting
for approval Rule 5 - Rules Relating to allCounty Swimming
Pool Complexes.
Rescind action taken on C-411/PSC-20;
and recommend approval of Rule 5.

'No. 425 : ANNUAL CLEARANCE OF UNIMPROVED RESIDENTIAL LOTS
From Laaloa Community Association, Inc. , dated June 27, 1977,
requesting that an ordinance be passed for the Kona area,
similar to the one in existence in Hilo, which requires the
yearly clearance of unimproved residential lots.
.-0-425. 1 : From Deputy Corporation Counsel Lionel D. Meyer dated
(Bill 363) January 11, transmitting pursuant to a request from the
Department of Public Works, an amendment to Article 5
Chapter 3, Hawaii County Code, relating to unoccupied lots.
Recommend passage of Bill 363 on
first reading and refer back to
Public Works Committee.

�No. 577 : LYMAN HOUSE MUSUEUM - BUS PARKING PROBLEM
From Chief Engineer Edward Harada dated October 14, 1977,
recommending that a tour bus loading zone be established
on Haili Street, adjacent to the Lyman House Museum,
rather than on Kapiolani Street, and based on reasons, as
listed.
577.1: From Legislative Auditor Harry Takahashi dated November 22,
1977 , submitting report on the times, frequency and volume
of bus traffic at the Lyman House Museum.
577. 2 : From Legislative Auditor Harry Takahashi dated January 10,
1978, informing Mr. Orlando Lyman, Lyman House Museum,
has advised him that Cartan Tours will be visiting the
Museum once a week with a passenger load of 2 to 3 buses
and has requested that things be left status quo for now
since his current bus areas should be ample.

d_ No. 654: 4TH ANNUAL BIG ISLAND MARATHON
From S. V. (Bud) Quitiquit, dated January 9 , 1978,
requesting Council approval to the Big Island Road Runners
to stage the 4th Big Island Marathon on Sunday, July 2, 1978
at 6 :00 a.m. ; submits map of area to be used, copy of letter
to Police Chief and Traffic Engineer and copy of Chief Engineer' s
letter with his recommendations.
Approve request, subject to conditions
listed in Chief Engineer' s letter.

656 : AMENDMENT TO TRAFFIC CODE
From Chief Engineer Edward Harada dated January 11, 1978
requesting amendment to Chapter 6 (Traffic Code) , Schedule 3,
Section 7B , Article 7, that a "Right turn anytime with
caution" be authorized for Puna-bound traffic on Noe Street,
at Kalili Street, University Heights Subdivision.
Approve request and refer to
Corporation Counsel to prepare
the proper amendment.
No. 659 : ROAD DEDICATION DEED
ALOKELE SUBDIVISION, UNIT I
WAIAKEA, SOUTH HILO
From Corporation Counsel Stephen G. Bess dated January 19,
1978, transmitting for acceptance, the dedication deed for
the subject subdivision, together with State Form P-64B
(Exemption from Conveyance Tax) . Advises the description
of the roadway has been checked and found to be acceptable
for dedication by the Department of Public Works; also that
the roadway has been constructed according to County standards.
Approve roadway dedication deed.
