No. 181. 2 : HAWAII RS-0130(17) , DRAFT ENVIRONMENTAL IMPACT STATEMENT,
FHWA-HI-EIS-77-02-D, KEAAU-PAHOA ROAD, PAHOA BY-PASS
From Ralph T. Segawa, Division Administrator, U. S.
Department of Transportation, dated January 27, ' 1978,
submitting a Draft Environmental Impact Statement for
the proposed construction of approximately 2.8 miles
of the Keaau-P aho a Road, FAS Route 130 , from the
vicinity of Kahakai Boulevard to south of the Pahoa-
Kapoho-Kalapana Junction and requests comments prior
to March 24,, 1978.

�No. 653 : RESOLUTION NO. 157
Copy of letter to Mayor Herbert T. Matayoshi from
Councilwoman Merle K. Lai dated December 27, 1977,
inquiring what the Mayor is doing with regards to
the' implementation of Resolution 157. Informs of
her concern in implementing cost-saving programs that
would maximize the return of the County' s limited
resources and especially Item , 3, which would provide
for a better mix of vehicles for all County program
needs.

responding to Councilwoman Lai ' s letter of December 27 ,
1977 with regard to Resolution 157.

ANo. 655 : TRAFFIC SIGNAL LIGHTS IN DOWNTOWN AREA
From Carl E. Lewis, dated January 9, 1978, commenting
on the usuage of traffic signal lights in the downtown
area on the one-way streets; namely, at the intersections
of Haili-Kinoole, Haili-Keawe, Mamo-Keawe, Ponahawai-
Kinoole, Ponahawai-Keawe and Waianuenue-Keawe.

C_ No. 661 : TRAFFIC CODE AMENDMENT
From Chief Engineer Edward Harada dated January 16, 1978,
requesting amendment to Schedule 12, Article 15 ,
Section 8B , Chapter 6, to authorize a "No Parking Zone"
for Alii Drive near the Kona Tiki Hotel. This zone
is needed due to the hazards of vehicles parking in
the narrow shoulder area between the roadway and a
guardrail. The parked vehicles make it especially
hazardous for pedestrians who are forced to walk on
the roadway.
Approve request and refer to
Corporation Counsel to prepare
the proper amendment.
W_ No. 662 : TRAFFIC CODE AMENDMENT
From Chief Engineer Edward Harada dated January 18, 19178,
requesting the following amendment to Item 2( a) in Section
3 , Article 15 , Chapter 6, Hawaii County Code:
" (a) In front of or within 4 feet of a public or
private driveway; or within a distance of up to
30 feet of a public or private driveway when
official signs or markings are installed. "
This amendment will provide the Chief Engineer more
flexibility in controlling parking at entrances to
highly used driveways, such as shopping centers.

Corporation Counsel to prepare the
proper amendment.

4,42, d- No. 663 : GIFT DEED - PAPAIKOU-PAUKAA SEWAGE TREATMENT PLANT
From Mayor Herbert T. Matayoshi dated January 18, 1978,
transmitting for approval and acceptance, a gift deed
together with appurtenant easement "B" , "C" and "D"
from Mauna Kea Sugar Company, Inc. , to the County of
Hawaii for the purpose of constructing, maintaining
and operating the Papaikou-Paukaa Sewage Treatment
Plant.
Accept gift deed from Mauna Kea

�No. 664: "SPECIFIC PROBLEM ANALYSIS SUMMARY REPORT, 1975 NATIONAL
ASSESSMENT OF WATER AND RELATED LAND RESOURCES"
From W. Y. Thompson, Chairman, Department of Land and
Natural Resources, dated January 9 , 1978, submitting
for information, a report entitled "Specific Problem
Analysis Summary Report, 1975 National Assessment of
Water and Related Land Resources" . Informs the results
of this report on the severe problems and issues of the
Hawaii Region which are not flow being addressed by any
governmental agency will be used by the U. S . Water
Resources Council in the preparation of the 1975 National
Assessment of Water and Related Land Resources which will
be submitted to the President for his review and
transmittal to Congress with his recommendation.

No. 665 : STATE PARK - OLD KONA AIRPORT
From W. Y. Thompson, Chairman, Department of Land and
Natural Resources, dated January 13 , 1978, informing its
Division of State Parks, Outdoor Recreation and Historic
Sites is proposing to develop a State Park on an 89. 7
acre site on the grounds of the Old Kona Airport and
submits Notice of Preparation, anticipated impacts, and
mitigation measures for comments.

4,e_ -No. 666 : AMENDMENT TO TRAFFIC CODE
From Chief Engineer Edward Harada dated January 1.9, 1978,
requesting an amendment to Item 19 , Schedule 5 , Article 8,
Section 5 , Chapter 6, Hawaii County Code to establish a
45 mph speed limit on Mamalahoa Highway in Waimea, from
Mud Lane to a point 5 , 500 feet Honokaa (Fukushima Store)
of the Waimea to HaWi Road. Presently a portion of the
old section with its pavement irregularities and curves,
has a speed limit of 55 mph.

/_ct, a- No. 668: ABANDONMENT RESOLUTION FOR ROAD REMNANT OF THE OLD
(Res. 220) KAMEHAMEHA III ROAD AT KEAUHOU BAY, NORTH KONA
(TMK: 7-8-10)
From Chief Engineer Edward Harada dated January 26, 1978,
submitting for consideration and adoption, an abandonment
resolution for the subject road remnant which has been
reviewed and approved by Corporation Counsel. The
roadway is no longer needed for public purpose and is
recommended for abandonment.
Approve and recommend adoption
of Resolution 220.
