Nunes dated March 23, 1977 , informing of this recently patented invention for burial of a deceased person in a transparent or fibre cylinder in a vertical or horizontal position. Encloses copy of his United States Patent and write-up that appeared in the Honolulu Advertiser. 253.1 : From Mayor Herbert T. Matayoshi , dated February 24, 1978, submitting copy of his letter to Mr. Abner H. Nunes dated April 11, 1977. Receive and file. No. 496 : OPERATION AND ;MAINTENANCE OF VETERANS ' CEMETERY AND ALAE CEMETERY From David S. Ikawa, Executive Vice President, Homelani Memorial Park, Inc. ; dated August 11, 1977, suggesting proposal to have private companies submit bids for the operation and maintenance of Veterans' Cemetery and maintenance of Alae Cemetery. Feels they would be able to maintain Alae Cemetery for an annual fee of $19 ,680 to $24,000 and operate and maintain Veterans' Cemetery for $9,000 to $12,000, depending on the length of the contract. These fees do not include cost of utilities. Suggest County halt any future new developments of cemeteries; and instead negotiate with the existing private memorial parks for the establishment of veterans' sections within the memorial parks, with the park performing all services. Nakamae dated February 16, 1978, informing they have applied for funds under a new highway prograiacalled the "Off-System Federal - Aid Highway Program, " and they have been advised that one of the pro. ects, improvements to Peck Road in the Puna District, qualified under this program; therefore submits Resolution 229 which provides the additional $13,500 necessary for the project. Total cost is estimated at $175 , 500 with the Federal Government providing $157,500. Approve V and recommend adoption of Resolution 229. No. 708 : DOG LEASH LAW From Edward F. Austin, President, Puako Community Association, dated :February 17, 1978, submitting a resolution passed by their association, favoring a dog leash law with effective enforcement provisions, and requests enforcement of the existing dog licensing law; further seeks help to control the dog problem at Puako. Ilk 111 PWC-26 - 4 - March 8, 1978 No. 715 : REVIEW OF PREPARATION NOTICE ENVIRONMENTAL IMPACT STATEMENT FOR KAILUA-KONA REFUSE PROCESSING AND DISPOSAL FACILITY, KEALAKEHE From Chief Engineer Edward Harada dated February 13, 1978 requesting comments on the subject project by March 15 , 1978 and informs this project is a proposal and no funds are available at this time. Recommend administration consider relocation of proposed site in the preparation of the EIS for the subject facility. Res. 237 :1 FLOOD CONTROL PROGRAM IN HONOKAA Requests the Soil Conservation Service investigate the possibility and feasibility of instituting a flood control project 'in Honokaa. (Intr. by: Mr. Domingo) Approve and recommend adoption., ,,r Res. 238: PUBLIC PARK - KAPULENA, HAMAKUA DISTRICT Supports the request of the Kapulena Community Association and authorizes the Mayor of the County of Hawaii to request the State of Hawaii Board of Land and Natural Resources to set aside by Executive Order to the County of Hawaii an appropriate parcel of State of Hawaii owned land in Kapulena, Hamakua District, for public park and playground purposes, and further authorizes the Mayor to enter into an agreement with the Kipulena Community Association for the clearing, development, maintenance and public use of the land.
