From Deputy Corporation Counsel Earl T. Nakasato,
dated March 2 , 1978, transmitting for consideration
and approval, an Ordinance amending Chapter 3 ,
Article 1 , Hawaii County Code, relating to the
removal of sand and other materials from County Parks.
Approve and recommend passage
of Bill 368 on first reading.
No. 623 : ACCEPTANCE OF ROADWAY IMPROVEMENT IN UNIT II OF
(Res. 196) PANAEWA RESIDENCE LOTS IN HILO
From Mayor Herbert T. Matayoshi dated November 29 , 1977
informing that the Department of Hawaiian HomesLands,
pursuant to Section 220 of the Hawaiian Homes Commission
Act of 1920, has requested the County of Hawaii to
acdept for maintenance purposes the roadway improvements
in Unit . II of the Panaewa residence lots in Hilo located
on the makai side of the intersection of Kanoelehua
Avenue and Puainako Street. Informs the Chief Engineer
has inspected the roadway improvements and found them to
be acceptable and recommends acceptance of the improvements
by the Council.
/,>>t 623 .1 : From Chief Engineer Edward Harada informing that Unit II
of Panaewa Residence Lots involves the conveyance of
approximately one-quarter mile of roadway and the
department does not anticipate any difficulty in
maintaining this segment within available funds.
Approve and recommend adoption

�No. 679 : PEDESTRIAN WALKWAY - KAMUELA
From Donald S. Daughty dated February 6, 1978, informing
that the roads through Kamuela are too narrow for safety ;
and since much of the traffic is through traffic rather
than local , that the roads should be under the
jurisdiction of the State. Until then, states there is
an urgent need to make, the roadways safer for pedestrians.

from 1 :00 p.m. to midnight for: the activities planned.

From Council Chairman Stephen K. Yamashiro dated
March 3, 1978, requesting PWC to review the correspondence
from Parcourse, Ltd. and take appropriate action for
the institution of this outdoor fitness activity along
the Bayfront area. Informs the Legislature has set
aside the sum of $40, 000 for the construction of a
jogging course along said area and believes Parcourse
would fit into this concept.
Refer to administration to implement
Parcourse in concept with the funds
appropriated by the Legislature for
plans and construction of a jogging
course at the Bayfront area in Hilo.

Request the administration to provide
the Council with a list of the
appropriations the County is seeking
together with a priority listing for
these appropriations and no County
funds shall be expended until the
Council has received the priority list.
