The following are the recommendations of the Committee on Public Works
which were considered at its meeting of April 26, 1978:
COMMUNICATIONS
�No. 267. 2 : ARSON CONTROL (C-267)
From Fire Chief Donald Thompson dated April 14, 1978,
informing they will be conducting a statewide arson
seminar on the Island of Hawaii on June 22-23 , 1978
at the Hilo Lagoon Hotel.

A1, 12---No. 411.2: HILO SWIM CLUBS ' CONCERNS
From Presidents of Hilo Aquatic Club, Hib Swim Club,
and Y. Manukai Swim Club, dated April 6, 1978,
informing they support staggered work hours for
lifeguards that man the pool facilities in Hilo
and cites problems on the accessibility of the
pool and user fee charges.
Receive and file; and direct
administration to reschedule
the hours of the Hoolulu Swimming
Stadium for the aquatic clubs
from 4:30 to 6 : 30 p.m. and to
adjust the user fee charges from
$2.00 to $. 50 per child participating
in the swimming program.

(u _ No. 721.1 : HILO GYMNASTICS CLUB
From Council Chairman Stephen K. Yamashiro dated
March 21, 1978, submitting for information, a copy
of the Parks and Recreation Director' s reply to the
Hilo Gymnastics Club to store their equipment in a
County facility and also the Director' s explanation
as to why private equipment has to be made available
to the general public.
Receive and file; and transmit
copy to Hilo Gymnastic Club for
their information.
No. 746: CLOSING OF STREETS TO MOTOR TRAFFIC
From Jeff Roake dated March 28, 1978, informing
"The Great Waikoloa Bike Race - A Tour of the Big Island, "
has been scheduled for June 21 through 23 , 1978,
consisting of four separate events. In regard to one of
the stages, a lap race around Liliuokalani Park, requests
Council approval to close both lanes of Lihiwai Street
and the inside lane of Banyan Drive where these streets
encircle the park from 1 :00 p.m. to 7 :00 p.m. , Thursday,
June 22, 1978.
..t L -746.1 : From Race Director Jeff Roake, dated April 14, 1978,
informing Mr. Goshi, the owner of the Ice House, has
no objections as long as provisions are made to allow
his customers access to the parking lot and that
Inspector Morigaki of the Police Department will advise
and assist them wherever it is appropriate.
Approve request, provided that
requirements of the Public Works,
Police and Fire Departments are
complied with.
7No. 747 : SENATE RESOLUTION NO. 234
From Seichi Hirai , Clerk of the Senate, dated
March 30 , 1978, transmitting a copy of Senate Resolution
No. 234 requesting the State Department of Transportation,
the State Department of Land and Natural Resources and the
counties to develop jogging trails throughout the state.

Ace,C- No. 748: RESOLUTION NO. 337 - ABANDONMENT OF ROADS WITHIN THE
HONOHONONUI SUBDIVISION
From Chief Engineer Edward Harada dated March 31, 1978
informing that since Mr. En Loy Kong' s hotel development
within the entire unleased portion of the Bishop Estate' s
Honohononui Subdivision has not progressed and the new
access road has not been constructed, recommends that
road abandonment Resolution 337 (1961) be rescinded in
order that the resolution doesn' t remain open-ended and
the roadways remain functional.
Accept re-commendation of
Chief Engineer to rescind
Resolution 337 ( 1961) and
refer to Corporation Counsel

"No. 751 : POHOIKI BAY
From -Col onel F. M. P ender , District Engineer, Corps of
Engineers, dated March 9 , 1978, submitting for information
the Detailed Project Report and Final Environmental
Statement for navigation improvements at Pohoiki Bay,
Hawaii.

�No. 752 : RESOLUTION 237 - USDA SOIL CONSERVATION SERVICE - FLOOD
(Res. 237 ; CONTROL PROJECT IN HONOKAA
From Jack P. Kanalz, State Conservationist, U. S. Department
of Agriculture, dated April 7, 1978. p;;acknowledging
receipt of Resolution 237 and informs they17have
terminated further planning of the Honokaa Watershed
Project, authorized under PL 83-566, as preliminary
studies by their planning staff have concluded that the
project was not feasible due to unfavorable economic
benefit-cost relationships.

(LatCa,. No. 758: RESOLUTION 9 - ASSOCIATION OF HAWAIIAN CIVIC CLUBS
From Council Chairman Stephen K. Yamashiro, dated
April 17, 1978, submitting for study and recommendation,
Resolution 9 submitted by the Association of Hawaiian
Civic Clubs relating to refund of beverage containers.
Receive and file; and transmit to
the Association of Hawaiian Civic Clubs
a copy of House Resolution 353 relating
to deposit-and-return legislati-on.
