The following are the recommendations of the Committee on Public Works
which were considered at its meeting of May 12, 1978:
COMMUNICATIONS
-C- No. 763 : MAHUKONA BOAT LAUNCHING AREA
From Oligaro Fernandez, President, Kohala Trollers
Club, dated April18, 1978, requesting improvements
to the Mahukona boat launching ramp to make it a
safer place for all to use and informs a very rough
estimate of $8,000 to $10,000, in addition to the
allocated $15 ,000 anti-recession funds, is needed
for the improvements.
Refer to Committee of the Whole
for consideration in the 1978-79
CIP budget review.
keL, ,e. No. 764: AMENDMENT TO TRAFFIC CODE
From Chief Engineer Edward Harada dated April 17, 1978,
requesting amendment to Chapter 6 (Traffic Code) ,
Article 6, Section 2B, prohibiting left turns from
Wailuku Drive at Kinoole Street to simplify the
geometrics of this relatively complex intersection.
Approve request and refer to
Corporation Counsel to prepare
the proper amendment.
,63- No. 765 : AMENDMENT TO TRAFFIC CODE
From Chief Engineer Edward Harada dated April 17, 1978,
requesting amendment to Chapter 6 (Traffic Code) ,
Schedule 5, Section 5 , Article 8, authorizing a 45 mile
per hour limit for the Hawaii Belt Road (F.A.P. Rt. 11)
in Kau in the area of the South Point Access Road due
to the numeFroals;= amount of curves along this section.
Approve request and refer to
Corporation Counsel to prepare
the proper amendment.

(Res. 262) From Chief Engineer Edward Harada dated April 19 , 1978,
submitting for review and adoption a resolution
designating the Chief Engineer as the authorized
representative to sign in the name of the County such
application forms and other documents for construction
grant benefits from the appropriate Federal agency for
the KuawaStreet Sewer Improvement in South Hilo.
Approve and recommend adoption
of Resolution. 262.

(Res. 263) RESERVE, WAIAKEA, SOUTH HILO -
TAX MAP KEY: 2-4-04: 2 and 3
From Chief Engineer Edward Harada dated April 19 , 1978,
transmitting for adoption an abandonment resolution-
which has been reviewed and approved by the Corporation
Counsel 's office. Informs the roadway is no longer
needed for public purpose and is recommended for
abandonment.
Approve and recommend adoption
of Resolution 263.
4,2,,2_ Comm. 770 : AMENDMENT TO TRAFFIC CODE
From Chief Engineer Edward Harada dated April 20 , 1978,
requesting amendment to Chapter 6 (Traffic Code) ,
Article 15 , Section 7C , Schedule 11, authorizing a
bne,-h.our parking limitation for the Old Mamalahoa
Highway in Keaau to provide adequate parking turnover
within the business district.
Approve request and refer to
Corporation Counsel to prepare
the proper amendment.
/3,2 .2- Comm. 771 : CARE OF SIDEWALKS
(Bill 384) From Chief Engineer Edward Harada dated April 20 , 1978,
submitting for adoption, an ordinance amending Chapter 3 ,
Article 2 , Section 9 .05 , Hawaii County Code, relating to
the care of sidewalks. The significant amendments are
the inclusion of the definition of a sidewalk and the
wording "maintain their sidewalks in good repair, " and
the deletion of the penalty clause.
Approve and recommend passage of
Bill 384 on first reading.

Ace- Comm. 775 : KULAIMANO SEWERAGE TREATMENT PLANT LOT
From Chief Engineer Edward Harada dated April 24, 1978,
transmitting for Council' s review and acceptance the
dedication deed, sewer easement, and subordination
agreements forthe Kulaimano Sewage Treatment Plant Lot.
Advises the descriptions have been checked by the
Public Works Department and found to be acceptable.
Accept dedication deed
and sewer easement.
Comm. 777 : WAIMEA ROAD REPAIR
From Students of Waimea, Project Holomua, dated
April 4, 1978, pointing out the condition of the
road from Puu Nani Subdivision to Ahuli Subdivision
and requests improvements toflshe road.
777.1 : From Councilman Muneo Sameshima dated May 10 , 1978,
submitting a petition from students of Project Holomua
requesting the road from Puu Nani Subdivision to Ahuli
Subdivision be resurfaced.

Az,C- Comm. 779 : AMENDMENT TO TRAFFIC CODE
From Chief Engineer Edward Harada dated April 25 , 1978,
requesting amendment to Chapter 6 (Traffic Code) ,
Article 15 , Section 8B, Schedule 12, authorizing a
"No. Parking" zone for the mauka side of Kilauea Avenue
in the area near Pauahi Street and Hualalai Street to
allow for the striping of a left, turn lane from Kilauea
Avenue onto Hualalai Street.
Approve request and refer to
Corporation Counsel to prepare
the proper amendment.
Comm. 782 : HAWAII COUNTY "HELE-ON" TRANSIT SYSTEM, QUESTIONS
SERVICE BETWEEN KAILUA AND KEAUHOU
Copy. of letter to Barney Menor, Hawaii County Transit
Coordinator from Albert Viloria, representing Kona ;'taxi,
drivers, dated April 29 , 1978, questioning the Hele-On
bus and two privately owned bus service between Keauhou
and Kailua Village; feels both systems are in unfair
competition servicing a special group of citizens and
requests correction of this situation.

Ac, Comm. 782.1 : From Assistant Corporation Counsel Roxanna Garcia
dated May 11, 1978, informing the matter referred to
in Communication 782 is not a legal question but a
policy question whether the Council wishes to continue
the Hele-On shuttle bus service between Keauhou and
Kailua Village.
Receive and file; and request
administration to work closely
with the Kona taxi operators to
resolve the situation.
