COMMITTEE ON PUBLIC WORKS REPORT NO, 31_ Chairman and Members of the Hawaii County Council Hilo, Hawaii The following are the recommendations of the Committee on Public Works which were considered at its meeting of May 26, 1978: COMMUNICATIONS "No. 115: WATER STORAGE AND CATCHMENT From Councilwoman Merle K. Lai dated January 27, 1977 submitting for information a copy of her letter to Mr. Akira Fujimoto, Manager of the Department of Water Supply, regarding water storage and catchment which is self-explanatory. 115.1: From Councilwoman Merle K. Lai dated January 31, 1977 submitting for comments and recommendations, a letter from Mr. Akira Fujimoto, Manager, Department of Water Supply, responding to her letter regarding rainfall and water catchment to system studies. 115. 2: From Councilwoman Merle K. Lai dated February 8, 1977 submitting for disposition communications from Mr. William Carse, Mr. Joseph Serrao and a response from her office dated February 7, 1977. 115.3: From Councilwoman Merle K. Lai dated February 9, 1977 submitting for disposition, communications regarding water storage and catchment. '115.4: From Civil Defense Administrator Harry Kim dated October 5, 1977 recommending after considerable discussion on the rates of water hauling during emergency declaration, that the County pay a flat 50 percent of the hauling charges. Informs it is difficult to recommend any other kind of adjustment due to the complexity of various distances and, consequently, charges to individual home owners. Receive and file. Receive and file; and request response from administration on proposal. /dee C No. 791: AMENDMENT TO TRAFFIC CODE SPEED LIMIT ON AINAOLA DRIVE From Chief Engineer Edward Harada dated May 2, 1978 requesting amendments to Chapter 6 (T-raffic Code) , Section 5, Schedule 5, Hawaii County Code, to authorize 35 mph speed limit on Ainaola Drive from Kawailani to Malaai Road and 25 mph speed limit on Ainaola Drive from Malaai Road to its terminus in the mauka direction. Approve request and refer to Corporation Counsel to prepare proper amendment. 7No. 801: AMENDMENTS TO TRAFFIC CODE STOP CONTROLS - ROYAL HAWAIIAN ESTATES From Chief Engineer Edward Harada dated May 4, 1978 requesting amendments to Chapter 6, Traffic Code, Article 7, Section 1, Schedule 10, Hawaii County Code to authorize stop controls on roadways intersecting with Alii Kane Street, in Royal Hawaiian Estates, which are necessary to enhance traffic safety. (Communication withdrawn by Chief Engineer) 1 PWC-31 - 3 - May 26, 1978 (1- No. 808: AMENDMENT TO TRAFFIC ROAD STOP SIGN AT KYNNERSLEY ROAD ROUTE 250B INTERSECTION From Chief Engineer Edward ffarada dated May 11, 1978 submitting copy of letter from Charles Schuster, District Engineer, State Department of Transportation, Highways Division, to effectuate change in traffic controls and requests amendment to Item No. 1 under the "Kohala" subsection of Schedule 2 (Through Streets) of Article 7, Section 3 of the Traffic Code to delete the last ten words "except at the Hawaii approach to the Kynnersley Road intersection." Approve request and refer to Corporation Counsel to prepare proper amendment. C - No. 809: ROAD DEDICATION DEED KONA CHOCHO ESTATES, UNIT I KEALAKEHE, NORTH KONA From Corporation Counsel Stephen G. Bess dated May 18, 1978 submitting for acceptance the subject dedication deed. Informs the description has been checked and found to be acceptable by the Department of Public Worksi) also that the roadways have been constructed according to County standards. Accept road dedication deed. A2 - No. 810: ANIMAL DISPOSAL From Thomas Schreiber dated May 16, 1978 expressing his views on the method used at the shelter for the disposal of unwanted animals. Receive and file; and transmit copy of letter to 4waii Island Humane Society for their information. PWC-31 - 4 - May 26, 1978 'Pet 6: USE OF EUTHANAIR MACHINE From Acting Council Chairman Joseph R. Garcia, Jr. , dated May 8, 1978, transmitting for appropriate action the following which were presented to the Council at its May 6 meeting: (1) Petition by residents of the County of Hawaii requesting the use of Sodium Pentobarbital in the destruction of surplus animals and requesting that no taxpayers' money be appropriated to the Humane Society until the present method of euthanasia is discontinued; and ( 2) Term paper by Jeanette Stump entitled "Holocaust in Keaau" regarding the Euthanair machine. Receive and file. ORDINANCE Bill 397: TRAFFIC CODE AMENDMENTS (C-736/PWC-28 - 35 MPH SPEED LIMIT ON WAIKOLOA ROAD; C-700/PWC-25 - LOADING ZONE ON ALII DRIVE IN FRONT OF KIM CHONG BUILDING; C-678/PWC-25 - CROSSWALK ON OLD MAMALAHOA HIGHWAY) Amends Articles 8, 12 and 16 of Chapter 6 (Traffic Code) , Hawaii County Code, as amended, relating to speed limit, crosswalks, and freight-loading zones.
