THEY ARE STOPPED WITH FLASHING LIGHTS
From Council Chairman Stephen. K. Yamashiro dated
June 16, 1978 submitting response. from Transit
Coordinator Barney Menor on his inquiry on regulations
governing passing of buses while they are stopped
with flashing lights., and ask PWC to look into an
amendment to include the County' s Hele-On bus
during the school year..

requesting the Committee carefully review the
enclosed letter from Mrs. Kris Smith of Hawi., Kohala,
and. her submittal of petitions with 662 signatures
regarding "f lashing lights; "

submitting communications from Mr. Herbert Watanabe,
Staff Specialists for the Department of Education,
regarding "flashing red light" used by school buses.
recommends. the following: .
(1) Council adopt resolution 311 recommending programs to be initiated;
(2) PWC meet with-the Big Island- School Bus Association to review
existingState Statutes and. County ordinances relating to
overtaking andpassingschool buses;
(3) PWC meet with Kohala residents regarding their petition of flashing
lights (C-846. 1) ; and

(4) PWC monitor educational program after it has been instituted
to see whether the existing laws need to be amended.
