Your Committee on Public Works to which was referred:
4 . Comm. 897: FEDERAL HIGHWAY GRANT
From Mayor. Herbert T. Matayoshi, dated
August 10, 1978 , informing the serious traffic
fatality situation on this island warrants the
establishment of a specialized police enforcement
unit.. to upgradethe investigation offataltraffic
accidents and to determine causative factors for
theestablishmentof enforcement priorities.
Council' s concurrence is requested in the submital
of a .request for Federal Highway funding to establish
a\ specialized police traffic unit devoted to stricter
traffic enforcement and related matters. The
Federal.. fundingfor- these positions would amount to
virtually 10,0 percent and would be renewable for a
three-year period;
recommends the. Councilconcur with the administration in the submittal
of a request for Federal Highway funding to establish. a specialized
police traffic unit devoted to stricter traffic enforcement and
related matters.
During the deliberations of the Committee, concerns were expressed
that followingthe three-year t ee-yea period, the Council may be asked to retain
these positions, which would then place an added financial burden on
the County. Should the funding for the specialized police traffic
unit be granted, it is the. Committe.' s contention thatthese positions
will be only for the duration that Federal funding,,is made available .

The Committee requests that the Committee on Finance be made aware
of these concerns in the event that thereshould be deliberations
and an evaluation of this program in the future.
