Your Committee on Public Works to which was referred:
Comm. 954: INADEQUATE MANPOWER-DEPARTMENT OF PARKS AND
RECREATION
From Jack Konno, Hawaii Division Director, UPW,
dated October 4 , 1978 informing that the County
has accepted and created parks over the years
without increasing its work force to maintain !c
them. While they realize to_- drastically increase v
the work force would create a financial difficulty
for the County, they see the need to gradually
increase the number of employees and points out
there is no guarantee that the CETA and SCET
programs will continue indefinitely. Therefore ,
recommends that the Council not accept any more
parks if it has no intention of increasing the
existing work force.
