Your Committee on Public Works to which was referred:
Comm. 983 : REDUCTION OF SPEED LIMIT ON ALII DRIVE
From Committee of the Whole Chairman Stephen K.
Yamashiro dated November 8 , 1978, reporting on
the public hearing held on October 18 , 1978 in
Kailua-Kona on Petition 8 relating to the traffic
situation on Alii Drive and submits recommendations
for consideration after considering the various
suggestions raised in addition to the problems
posed by those testifying at the hearing;
recommends Council approve the following for a trial period of three
months and that the proper amendment to the Traffic Code be prepared
by the Corporation Counsel:
(A) The speed limit along Alii Drive between Kailua-Kona and Keauhou
be reduced to 25 mph.
Concur: The speed limit along Alii Drive from Walua Road to
Kam III. Road be reduced to 25 mph.
(B) That portion of Alii Drive fronting Magic Sands Beach, as further
delineated on the map attached hereto, to declare a pedestrian
safety zone with a speed limit of 15 mph.
Amend: That portion of Alii Drive fronting Magic Sands Beach,
• as further delineated on the map attached. hereto,
Pedestrian/Parked. Car warning signs and 15 mph advisory
signs be installed and the "zebra striping" concept be
implemented.
Further that No Parking zones. be established on the makai
side of Alii Drive from the entrance to Dorian' s Restaurant
to the entrance of the County parking Tot 'at' Magic Sands
Beach.

(C) Both ends of the pedestrian safety zone shall be marked by a
textured pavement (rumble strip; 10 yards wide with appropriately
posted traffic signs which shall conform to the Manual of Uniform
Traffic Control Devices.
Delete.
(D) That portion of Alii Drive from Hualalai Road to Palani Road
shall be a pedestrian safety zone, with unlimited crossings
within the area, with a speed limit of 15 mph.

within the area, and that portion of Alii Drive
from Palani Road to Walua Road be designated with
a speed limit of 15 mph.
(E) Both ends of the pedestrian safety zone shall be marked by a

Delete.
(F) Implement a one-way traffic pattern on Alii Drive for a trial
period of not less than three months to determine the volume
of commercial vehicular traffic along this section of road.

(G) The Committee on Public Works shall enact the necessary
ordinance to initiate this trial period.
Delete.
(H) The Police Department be requested to utilize its new Specialized
Traffic Enforcement Unit to implement the changes along Alii
Drive so as to further reinforce the education of the public
about the changes that are being recommended.
Concur.
(I) Lower Speed limit on Alii Drive from Kam III Road southward
to its terminus to 35 mph.

(.J), Install stop sign on Palani Road mak.ai bound at Alii Drive.
(K) Install stop signs on Alii Drive northbound at Palani Road.
(L) Install stop signs,- north and south bound, on Alii Drive at
Hualalai Road.
(M) Remove stop sign on Hualalai Road at Alii. Drive.
(N) Install Pedestrian/Parked Car Warning Signs at Bali Kai
Condominiums and Banyan Surf areas.
(0) Install 15 mph advisory signs at Bali Kai Condominiums and Banyan
Surf areas and implement the "zebrastriping" concept in said
areas.
The Committee further recommends:
1. That the Department of Parks and Recreation be requested to
address the following:
a. Improvements to both access driveways toKahaluu
Beach Park.
b. Improvements to access driveway to White Sands Beach.
c. A means to provide additional parking at White Sands
Beach..
2 . That the Department of Public Works be requested to address the
following:
a. Improvements to the Lunapule Road-Alii Drive intersection.
b. A means of providing off street parking at the public
right-of-way at the beach at the Bali Kai Condominiums.
c. Installing traffic signal lights at the Kuakini Highway-
Hualalai Road intersection.
d. Improvements to the street lighting system on Alii Drive
from Palani Road to. Walua. Road to provide night visibility
of pedestrians.
e. Providing additional connecting roads between Kuakini
Highway and Alii Drive.

3. That the Planning Department, in conjunction with the Department
of Public Works, develop a preliminary plan to denote the
ultimate usage of Alii Drive including lane use , roadway system,
etc. , and a proposal to develop a final plan for the- preceding.
