Your Committee on Public Works to which was referred:
Comm. 983. 4: ALII DRIVE - TRAFFIC MATTERS
From Suzy Ohira, Secretary, The Kona Traffic Safety
Committee, dated September 19 , 1979 , recommending
the following: (1) Reinstallation of the 35 mph
speed limit on Alii Drive between the Kona Hilton
Beach and Racquet Hotel and Kam III Road in Keauhou
and 25 miles per hour between the Hilton and the
Kailua pier as these speed limits are reasonable and
favored by the majority of persons using Alii Drive;
(2) Removal of two stop signs on Alii Drive at the
Kailua pier entrance as these signs have added to the
traffic congestion; and (3) Reinstallation of a stop
sign at Hualalai Road (Alii Drive intersection) making
it a 3-way stop to make traffic flow smoothly and
safer.
983. 5: From Suzy Ohira, Secretary, The Kona Traffic Safety
Committee, dated September 20 , 1979, requesting "Tow
Away" zones be authorized on the makai side of Alii
Drive fronting White Sands Beach and in front of the
Spindrifter Restaurant in Kailua town as the "No
Parking" signs in these areas have not proven to be,
effective and creates a very hazardous situation for
pedestrians .
983.6 : From Chief Engineer Edward Harada dated October 30 ,
1979 , informing during traffic changes alongAlii
Drive implemented during the trial period, they
solicited comments from organizations and the general
public and submits their response which indicated a
relatively even split of opinion. Further submits
recommendations, as contained in his communication,
based on the response and consultation with the Kona
District Police.

Prevention Committee, dated October 28, 1979 ,
informing the results of the survey of the trial
traffic regulations conducted among its membership,
merchants and residents of Alii Drive;
recommends the communications be placed on file; and accept
recommendations of the Chief Engineer, as contained in Communication
983.6 .
