Your Committee on Public -Works, to which was referred:
& Comm® 1524 : HUD/CBG ENTITLEMENT APPLICATION
From Barney B. Menor, Housing Administrator,
dated April 9 , 1980., informing they are looking
into a rehabilitation programthat will benefit
low-income owner-occupants through the Farmers
Home Administration 504 funds , designed to provide
assistance in removing health and safety hazards
from their dwelling; and requests authorization to
pursue such a program.
Informs they hope to initiate the program by locating
eligible applicants and packaging a loan grant
for them with the cost to- be absorbed by the
Housing Agency in the form of staff time and effort.
Further, to encourage the participation of construction
contractors, they plan to advance the materials
or their cost by using the Housing Agency Revolving
Fund which would be reimbursed upon the closing
of each loan/grant;
recommends Council concur with the action of the Hawaii County Housing
Agency in granting authorization to pursue a Federally-subsidized housing
rehabilitation program for low-income owner-occupants .
