SUBJECT: A Proposed Amendment to Resolution No. 213-17; A Resolution Determining the
Real Property Tax Rates for the County of Hawai`i for the Fiscal Year July 1, 2017,
to June 30, 2018.
Below is a proposed amendment to Resolution No. 213-17 to amend the real property tax rates as
proposed in the Operating Budget(Bill No. 11, Draft 2) for fiscal year 2017-2018. This amendment
also changes revenues and revenue percentages based on the amended rates and inserts a new clause
to revert the rates for fiscal year 2018-2019 back to the rates of fiscal year 2016-2017. A
corresponding budget amendment to Bill No. 11, Draft 2, has also been submitted for processing.
The proposed amendment is illustrated below in Ramseyer format with respect to Resolution
No. 213-17 (material to be deleted is bracketed and stricken; material to be added is underscored).
Due to the time constraints, a clean copy of Resolution No. 213-17, Draft 2, is not attached.
1. The enacting clause and the two BE IT FURTHER RESOLVED clauses are amended, as follows:

BE IT FURTHER RESOLVED that based upon the assigned percentages of approximate
revenue to be raised,the amount of revenues to be derived from real property taxes for net taxable

BE IT FURTHER RESOLVED that based upon the aforementioned resolves,the Council
of the County of Hawai`i hereby determines the following schedule of rates to which the various,
classes of real property in the County of Hawaii shall be taxed per$1,000 of assessed valuation for
the fiscal year July 1, 2017,to June 30, 2018:

2. Inserts a new BE IT FURTHER RESOLVED clause, as follows:
"BE IT FURTHER RESOLVED that for fiscal year July 1, 2018,to June 30, 2019,the
real property tax rates for each class of property will revert back to the rates of fiscal year 2016-
2017, subject to the procedures in Section 19-90 of the Hawai`i County Code, and that the Mayor's
proposed operating budget for fiscal year 2018-2019 should reflect real property tax revenues
based on the rates from fiscal year 2016-2017."
