the purpose of financing the South Hilo Sanitary Landfill Final Closure Project

South Hilo Sanitary Landfill (SHSL) Closure
• Closure of SHSL will involve several steps
— First is the design phase
• A preferred final design will be selected during the EA
process
• Design phase will also include the issuance of an
Environmental Assessment (EA)
• The EA will incorporate a revision to the existing traffic study
for the hauling of refuse to the West Hawaii Sanitary Landfill
• The EA will also incorporate public meetings to inform the
surrounding residents of the plans for the site as well as the
plans for hauling the waste
South Hilo Sanitary Landfill (SHSL) Closure
• Once the EA is accepted, the approved design will be
developed into bid documents for construction
• Construction would likely be completed in phases
given the large scale of the project
• Project would be expected to take more than a year
to complete

South Hilo Sanitary Landfill ( SHSL) Closure
• Based on initial review by County and DOH we
are evaluating the Synthetic turf, Prescriptive
cover and Evapotranspirative cover as our top
designs to be considered for the purposes of the
EA
• Funding
— County is requesting $20M from the State of Hawaii
Revolving Loan Fund (SRF)
— This is a low interest loan ( 1%) that would be paid
back over a 20 year period after construction is
complete
