BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Findings and purpose. The Council finds that it is necessary to raise property tax rates beginning in fiscal year 2017-2018 in order to satisfy the revenue needs of the County of Hawaii. This will be done through the creation of new, automatic exemptions that will apply to all properties classified as Residential, Apartment, Commercial, and Industrial. These exemptions will help decrease the tax burden on lower income families in a manner consistent with the needs of the County of Hawaii. SECTION 2.
