Your Committee on Finance, to which was referred Bill No. 319, reports as follows:
Bill No. 319, transmitted by Finance Director Harry Takahashi, via Communication No. 1032, dated
October 13, 1998, amends Ordinance No. 98-50, as amended, the Capital Budget ending June 30, 1999,
by adding the following project:
PUBLIC WORKS
West Hawaii Sanitary Landfill -Telephone Transmission Cable $103,000

Funds for this project shall be provided from:
General Obligation Bonds,Capital Projects Fund,Fund Balance and/or Other Sources $103,000
Presently, a temporary ground-level cable provides transmission capability to the West Hawaii Landfill.
However, the cable has deteriorated and is unreliable, especially during inclement weather when moisture
disrupts telephone services. The installation of a 2.2 mile telephone transmission cable is proposed for
the weight station, garage and office.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 319 and recommends it
pass first reading.
