PUBLIC ON AGENDA ITEMS: The following individual registered to speak and came forward when called by the Chair: Ken Melrose: Res. 102-17 (Comm. 142), in support. (representing the Maryl Group, Inc.) COMMUNI- The Chair directed the Committee to proceed to the next order of business, CATIONS: Communications. (There were none.) ORDER OF The Chair directed the Committee to proceed to the next order of business, RESOLUTIONS: Order of Resolutions. PWPRC-3 March 21, 2017 Res. 102-17: ACCEPTS THE DEDICATION OF ROAD A, CROSSROADS, IDENTIFIED AS TAX MAP KEY: 7-5-004:064, SITUATED AT LANIHAU 2ND, DISTRICT OF NORTH KONA, ISLAND AND COUNTY OF HAWAII, STATE OF HAWAII, FROM MARYL GROUP, INC., A HAWAII CORPORATION The roadway contains an area of 11,237 square feet and would be used for public road purposes. Reference: Comm. 142 Intr. by: Ms. Ruggles Motion to Approve: Ms. Eoff moved to recommend adoption of Res. 102-17. Seconded by Mr. Richards. CHR. RUGGLES: Any discussion? Go ahead, Mr. Kanuha. MR. KANUHA: Thank you. This seemed pretty easy to move forward with. Did speak to the representative of the project. It's a simple dedication, so no issues. CHR. RUGGLES: Okay, all those in favor of filing, I'm sorry, Resolution 102-17 please say "aye." Vote on Res. 102-17: The motion to recommend adoption of Res. 102-17 was (Approvedcarried by the following voice vote: Ayes: Committee Members Chung, David, Eoff, Kanuha, Lee Loy, O'Hara, Poindexter, Richards, and Chair Ruggles - 9. BILLS FOR The Chair directed the Committee to proceed to the next order of business, ORDINANCES: Bills for Ordinances. Page 2 PWPRC-3 March 21, 2017 Bill 18: AMENDS CHAPTER 24, ARTICLE 10, DIVISION 5, OF THE HAWAII COUNTY CODE 1983 (2016 EDITION, AS AMENDED), RELATING TO PARKING Amends Schedule 28 (No parking at anytime), Subsection (c), South Hilo, by repealing an existing provision for a portion of Holomua Street. Reference: Comm. 143 Intr. by: Ms. Ruggles (B/R) Vote on Bill 18: Ms. Eoff moved to recommend passage of Bill 18 on (Approved first reading. Seconded by Mr. Richards and carried by the following voice vote: Ayes: Committee Members Chung, David, Eoff, Kanuha, Lee Loy, O'Hara, Poindexter, Richards, and Chair Ruggles - 9. Noes: None. Absent: None. Excused: None. CHR. RUGGLES: Moving to Bill 19. Bill 19: AMENDS CHAPTER 24, ARTICLE 10, DIVISION 5, OF THE HAWAII COUNTY CODE 1983 (2016 EDITION, AS AMENDED), RELATING TO PARKING Amends Schedule 29 (Parking prohibited during certain hours on certain streets; tow -away zone), Subsection (c), South Hilo, by repealing existing provisions for portions of Derby Lane and Wilson Street. Reference: Comm. 144 Intr. by: Ms. Ruggles (B/R) Motion to Approve: Mr. Richards moved to recommend passage of Bill 19 on first reading. Seconded by Ms. O'Hara. CHR. RUGGLES: Any discussion? Go ahead, Ms. Lee Loy. MS. LEE LOY: Yeah, thank you. Our office went and asked, you know, we were just a little surprised how come all of a sudden we were moving to a new parking zone. So we went in, we asked the businesses that would be affected and they really had no opposition, so I'm in favor of supporting this. I just wanted to share that I did a little bit homework on this one. CHR. RUGGLES: Okay. Is there something else? Page 3 PWPRC-3 March 21, 2017 MR. CHUNG: Yes. CHR. RUGGLES: Go ahead, Mr. Chung. MR. CHUNG: This no parking arrangement has a lot of history, actually, and it dates back to the time that Council Chairman Stacy Higa was representing that area. But, I ask that we move this along. We're going to have just—I need a little bit time to speak to the residents as well as the businesses, because this thing is, just based on the history, yeah, I think it's okay. I had a nice discussion with Ron Thiel the other day. He really explained it well, what was going on here. But I just ask that we move this forward, and I think we're all inclined to do so anyway, but I just wanted to alert everyone that there is some history behind all of this. Thank you. CHR. RUGGLES: Thank you. Mr. Richards. MR. RICHARDS: Yeah, just a quick comment. I'd like to compliment my fellow Council Members. As the stuff pertains to our own districts, I know for myself I look to my other Council Members if it's in your district and you guys are doing the homework, think of us, the confidence to vote for things like this. So, Councilwoman Sue, I really appreciate that; and Councilwoman Aaron, I also really appreciate you guys looking into this, so it'll give us the background to talk story. Did I call you a Councilwoman? Sorry, I don't know. Anyway, but all kidding aside though, it does really help if we're representing our districts because we know the people there better and we can get a better sensing. So, thank you. CHR.
