SUBJECT: TRAFFIC CODE AMENDMENT -PROPOSED NO PARKING ZONE
Alii Drive, N. Kona, Between Walua Road and Kahakai Road
We received a request to prohibit pazking on the mauka side of Alii Drive between Walua Road
and Kahakai Road because pazked vehicles are interfering with pedestrian activities in the
immediate area. A map indicating the location of the proposed no pazking zone is attached for
your convenience.
We ask for your review and consideration for adoption of the subject amendment. Other no
parking zones listed under the Kona section of schedule 28 were amended for clarity, as indicated
on the proposed amendment.

Your Committee on Public Works and Pazks, to which was referred Communication No. 251,
and attached Bill No. 69, reports as follows:
The purpose of Bill No. 69 is to amend Chapter 24, Article 10, Division 5, Section 24-280,
Schedule 28 (No parking at anytime), Subsection (f) Kona, of the Hawaii County Code 1983
(1995 Edition), to prohibit pazking on the mauka side of Alii Drive between Walua Road and
Kahakai Road, and to clarify other no parking zones.
Communication No. 251 is from Deputy Chief Engineer Jiro A. Sumach, dated Mazch 31,
1999, transmitting Bill No. 69 for the Council's review and consideration. Mr. Sumach states
that this request was made because pazked vehicles aze interfering with pedestrian activities in
the immediate area.
Council Member J. Curtis Tyler stated that other issues concerning Kahakai Road aze in the
process. If discussion suggested that they should be resolved in a comprehensive manner. He
will be having further discussions with appropriate parties, and will be updating Your
Committee when all information has been gathered.
Your Committee is not in accord with the purpose and intent of Bill No. 69, and recommends
that it be filed.
