Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating $1,521,232 into the Office of Housing and Community Development's Workforce Innovation and Opportunity Act program account. This appropriation reflects funding allocations received from the Department of Labor and Industrial Relations for the Program Year (PY) 2017. No County General Funds are involved. The bill sets up the proper accounts to receive and expend the WIOA funds. The Office of Housing and Community Development (OHCD) indicates that the funds will be utilized to assist adults, dislocated workers and youth by providing services that will train individuals to increase employment, retention, earnings, skills and literacy. This will improve the quality of the workforce, reducing welfare dependency and enhancing the productivity and competitiveness of the local economy. The OHCD requests that this bill be waived from the Finance Committee and be placed on the July 7, 2017 Council agenda so that the funds will be available for use as soon as possible.
