Members of the Council,
I am writing again to show my support for Bill 13. I believe passing this legislation is critical in preserving the health of this
island as well as managing our waste overload.
I would like to bring attention to a point that seems to have been overlooked in the recent dialogue regarding Bill 13:
prohibiting the use of expanded polystyrene food containers does not mean businesses will be forced to
purchase compostable or biodegradable products. Plastic food containers will still be readily available from
distributors at very low costs. Hawai'i county recycling programs currently accept#1, #2, and#5 in the mixed-sort recycle
bins.
While I am not advocating for single-use plastic consumption, I do believe that big change happens in small steps. If we
can finally make the move past EPS foam, we can begin taking small steps toward a cleaner environment.
