dated December 2, 1980, transmitting for adoption
Bill 708 relating to outdoor lighting. Informs,
in addition to the requested substantive change,
they have inserted the effective date of the
shielding requirement for outdoor lights in order
to clarify this section.
22. 1: From Chief Engineer Edward Harada dated March 10,
1981, informing that the University of Hawaii,
Institute of Astronomy, indicated that LPS lighting
is acceptable without external shielding since
this light is monochromatic and confined to two
narrow wave lengths, resulting in better lighting
uniformity- and lower energy costs. Informs the
County will realize not only better lighting,
but also substantial energy savings;
recommends Councilapprove and adopt Bill 708. on first reading.
