Your Committee on Public Works to which was referred:
Res. 113 : MASS TRANSIT SYSTEM
Amends the Transit Task Force recommendations as follows :
(A) Keep the Hele-On system in operation for an interim
"study phase" period; (B) Set annual subsidy level for
each area system and rural route of the Hele-On system
at 50 percent of operation and maintenance costs and
periodically adjustfares, adjust routes through
reduction or expansion, or combination of both fare
and route adjustments to meet mandated recovery cost;
(C) Explore the possibility of employer, participation
in the subsidy
of existing Hele-On routes or direct
assumption of transportation
employer responsibilities p
for workers; and (D) Immediately seek available outside
funding to undertake an in-depth look at the following
areas of long-range concern: 1. Contractural Agreements;
2 . Route Changes; 3. Capital Costs; and 4 . Operation and
Maintenance Subsidy.
Further, recommends that appropriate actions be taken by
the Transportation Coordinator to implement these
recommendations;

recommends Item B of Resolution 113 on Page 1. be amended to read as
follows :
"B. Set annual subsidy level for each area system and rural route of the
Hele-On system at 50 percent of operation and maintenance costs and
periodically adjust fares, adjust routes through reduction or expansion
or combination of both fare and route adjustments to meet mandated
recovery cost [ m ] ; provided, however, that any rate increase will be
subject to Council approval. "
Further recommends revised Resolution 113 be adopted by the Council .
