According to Chapter 19 section 53 assessments should be uniform and equalized throughout the
County. I am very uncomfortable with the status quo and that is what I want to discuss. If you agree
with me than something can move forward to effect change. If you convince me I am incorrect then I

The Real Property Tax Code is specific to duties,,,violations, neglect and misdemeanors.
I can easily identify outlaw owners which I describe as: people who build homes with the intent of
adding ohana kitchens to use for rental; owners who move into a second home and rent out the first;
owners who receive residential treatment who have moved outside Hawaii and I am sure we can
think of others. The issue is that in each case they are assessed and taxed on the original status
when the circumstances have changed. The Code clearly describes them as violators, a
misdemeanor.
The Code says:
assessments are to occur annually and that the assessment is limited to a 3% maximum annual
increase, yet in 8 years some of these properties are valued less than $25,000 for land that is selling
for $100,000. I paid $20,000 but am assessed much greater!
I know of a multimillion dollar property paying $2800 in taxes and my neighbor who paid $207,000 is
paying $1400.
