The Committee on Public Works to which was referred:
Comm. 491 : HAWAII COUNTY CIVIL DEFENSE AGENCY
DEPARTMENTAL REVIEW
From Legislative Auditor Harry Takahashi dated
September 24, 1981, submitting for review, the
report of the- Civil Defense Agency, pursuant to
the approved recommendations of Communication 260;
after its review of the. Hawaii County Civil Defense Agency, recommends
the following:
(1) Recognizing the more practical, realistic approach of relocating
the. Civil Defense Agency to the present Hilo Hospital Building
rather than planning for the construction of Public Safety
Building C and anticipating the completion of the new Hilo
Hospital in 1984 , recommends that the administration consider
the inclusion of the building renovation plans for the present
Hilo Hospital in the 1982-83 -Capital Budget and the Six-Year
Capital Improvements Program;
(2) Recognizing the importance of an efficient and effective
communications system for the County of Hawaii, recommends that
the administration consider the inclusion of sufficient funds
for this purpose in the 1982-83 Capital Budget and the Six-Year
Capital Improvements Program; and

(3) Recommends theadministration conduct a study of the overall
organizational structure of the Civil. Defense Agency taking
into consideration the. high "burned-outI! occurrence being
experienced statewide, and that this evaluative study be
submitted in time for the 1982-83 budget review,
