Your Committee on Public Works to which was referred:
AL Comm. 731: FLOOD HAZARD CONTROL ORDINANCE.
(Bill 839) From Chief Engineer Edward Harada dated
April 1 , 1982 , transmitting an ordinance bill
amending the Hawaii County, Code, as amended, to
add a new chapter relating to Flood Hazard Control.
Informs failure on the part of .the County to adopt
standards for areas , subject to tsunami and flood
hazards , would jeopardize programs such as federally
insured home-mortgage loans, SBA and FmHA loans, VA
and FHA mortgage loans, as well as catagorical grants
for improvements withinthe designated areas , and
the federal deadline for adoption of these regulations
is May 3 , 1982 ;
recommends Bill 839 beamended as follows:
Page 11, Section 9. 4. Application for Variance
(5) Evaluation and supporting information for :.the :variance
with respect to each of the [eleven] 'twelvefactors
to be considered by the Chief Engineer as listed in
Sec. 9. 2' of this article.
Page 18 , Section 2 . 1. Development Standard.
Second_ sentence of theparagraph to read:
"The following uses., not involving fill, [are] if deemed
not to adversely affect thefloodway and increase base flood
elevations':."

Page 23 , Under Section 4 . 3 . Information to be Provided.
Paragraph under Item (5) to read:
"The Chief Engineer may waive any or all of the above
informational requirements •if the Chief Engineer has
sufficient information to make an evaluation and determination
regarding flood elevation or may request further information,
including detailed flood studies and drainage report, to
evaluate flood risks and determine the applicability of
flood construction and development standards. "
Further recommends Bill 839 , as revised , be adopted on first reading.
