transmitting an updated proposal in regard to
the club's taking over the maintenance
responsibilities for the drag strip;
recommends Council accept the Big Island Auto. Club' s proposal and
refer- to the Corporation Counsel . for review as ..to the legality of
entering into a negotiated agreement for the operation, maintenance
and improvements to the Hilo Drag Strip.
