Comm. 302 : REGULATION GOVERNING TRAFFIC DURING PROCESSIONS,
(Bill 743) PARADES AND FUNERALS
From' Corporation Counsel Stephen J. Menezes, dated
May 11, 1981, transmitting an ordinance bill to
allow the Chief of Police to issue permits for the
closing of roads during parades and other special
events, thus eliminating the need for the Council
to get involved in the decision to close roads for
parades. An organization wishing to have a road
closed would seek a permit from the Police Chief
who, after receiving comments from other departments ,
would determine whether the permit should be issued.

resurfacing for discussion and deliberation, Bill
743 relating to regulations governing traffic during
processions, parades and funerals and recommends
amendments to the bill;
recommends Council accept the recommendations of the PWC Chairwoman to
amend Bill 743 as follows.:
Page 2 , Section 1. under Section 8, E. , 1. to read:
"Every person requesting a permit under Section 8'-D herein shall
submit an application in writing to the Chief 'of Police or his
authorized representative no later than [14] 30 'days- preceding
the date of the proposed event or activity. "

Page 4, Section 1, under Section 8, E. , add a new subsection 5. to
read:
"Upon notification of approval by the Chief of Police, the applicant
shall insure that the planned closure of the public thoroughfare is
announced and publicized in a local newspaper. "
(PWC Chairwoman to work with Corporation Counsel on refinement of the
language to insure that the applicant does not incur additional cost
in having to publicize the event or activity. )
Further recommends that Bill 743, as revised, be passed on first
reading.
