Your Committee on Public Works to which was referred:
26 Comm. 809 : DOWNTOWN INTERNATIONAL JAMBOREE.
From Calvin Tung, Downtown Hilo Improvement
Association, and Mack Fernandes, Young Men ' s
Institute, dated April 28, 1982 , requesting
authorization to:
1. Use a portion of the County public parking
lot makai of the realigned Kamehameha
Avenue to hold a carnival from 8 :00 a.m. ,
Monday, July 19 , 1982 , to 5 : 00 p.m. , Monday,
July 26, 1982 .
2 . Close off the public parking lot between
Keawe Street and Furneaux Lane from noon
Thursday, July 22, 1982 , through noon,
Monday, July 26 , 1982 , for "special events . "
3 . Have a moratorium on feeding all of the
downtown parking meters on Saturday, July 24,
for the special sales.
4 . Use the County water, as approved by the
Department of Water Supply, at the bus
terminal building.
These requests are to hold the jointly sponsored
Downtown International Jamboree during the month
of July, 1982 .

1982 , listing departmental conditions in the event
of Council approval to Communication 809.

Comm. 809 . 2 : From Steven Shinchi, Transit Operations Manager,
dated May 20 , 1982 requesting conditions be met
in granting approval of the requests;
recommends Council approve the requests of the Downtown Hilo
Improvement Association and YMI for the Downtown International
Jamboree, provided that the conditions required by the Police
Department, Public Works Department (C-809 . 1) , Fire Department,
Mass Transit Agency (C-809 .2) , Department of Water Supply and the
Department of Liquor Control are complied with.
Further recommends that a resolution to declare a moratorium on
parking meter enforcement for July 24, 1982 be adopted by the
Council.
