Your Committee on Public Works and Parks and Recreation,to which was referred Bill 45, reports
as follows:
Bill 45, transmitted by Public Works Director Frank De Marco, via Communication 323, dated
March 26, 2017, amends Chapter 24, Article 10, Division 5, of the Hawai`i County Code 1983
(2016 Edition, as amended),relating to parking.
The bill amends Schedule 28 (No parking at anytime), Subsection(c), South Hilo by revising an
existing provision for a portion of Haihai Street.
Council Member Susan Lee Loy explained that there were changes on Haihai Street with the opening
of the Fire Station and thecreation of new off-street parking for the Hilo Municipal Golf Course. The
"No Parking" changes were needed to increase safety along the portion of Haihai Street
Your Committee on Public Works and Parks and Recreation is in accord with the purpose and intent of
Bill No. 45, and recommends its passage on first reading.
