Your Committee on Public Works and Parks and Recreation, to which was referred Bill 46, reports
as follows:
Bill 46, transmitted by Public Works Director Frank De Marco, via Communication 324, dated
March 26, 2017, amends Chapter 24, Article 10, Division 5, (Parking) of the Hawai`i County Code 1983
(2016 Edition, as amended).
The bill amends Schedule 28 (No parking at anytime), Subsection (c), South Hilo, by adding a portion
of Mohouli Street. The intent of this amendment is to restrict parking to address a concern that parked
vehicles along Mohouli Street during construction of Phase 2 of the Mohouli Heights Senior
Neighborhood could impede visibility for people exiting the property via Kupuna Street.
Your Committee on Public Works and Parks and Recreation is in accord with the purpose and intent of
Bill No. 46, and recommends its passage on first reading.
