Your Subcommittee on Beautification submits for approval, the
following report:
Comm. 1358: LITTER LAW ENFORCEMENT
From Subcommittee on Beautification Chairwoman Helene
H. Hale dated September 13 , 1983 , recommending that
Chapter 20 Hawaii County Code 1983 , be amended to give
special police powers to road and parks personnel to
help enforce the litter laws.
1358 .1: From Director of Parks and Recreation Milton T. Hakoda
dated October 5 , 1983 , submittingcomments on C-1358 .
1358.2 : From Chief Engineer Edward Harada dated October 5 ,
1983 , responding to C-1358.
recommends Council request the Parks and Recreation Director and
Chief Engineer to deputize personnel in their departments on a trial
basis to enforce the litter laws and report back in three months on
the success of the program; authorization of deputized personnel
shall be limited to the issuing of citations to violators.
