Your Committee on Public Works, to which was referred Bill No. 1082
relating to the Hawaii County Traffic Code , reports as follows :
The purpose of this bill is to :
(1) Prohibit left turns on Waianuenue Avenue between the hours
of 1:00 p.m. and 3 : 30 p.m. on school days for : (a) mauka
bound traffic entering Hilo Intermediate School; (b) makai
bound traffic entering the Hilo High School parking lot ;
and (c) makai bound traffic entering the driveway
immediately mauka of the Hilo High School track field.
Your committee has been advised that these proposed changes have
been in effect since September 1, 1983 as temporary prohibitions
pursuant to Section 24-10 (a) of the Traffic Code.
(2) Implement a no parking at any time zone on Kawili Street
between Puainako Street and Kilauea Avenue .
Your committee is advised that motorists are parking within the
established bike lanes on Kawili Street.
These proposed amendments have been reviewed and approved by the
Hawaii County Highway Safety Council at its meeting of February 14 ,
1984.
Your Committee on Public Works concurs with the intent and purpose of
Bill No . 1082 and recommends passage on first reading.
