Your Committee on Public Works, to which was referred
Resolution 910-84, reports as follows:
The purpose of the resolution is to establish County direction with
respect to the development of recreational facilities in Kona and to
urge the State Department of Land and Natural Resources to commit to
the transfer of an approximately 21-acre parcel adjacent to the
County' s Old Kona Airport Park to the County of Hawaii . Your
committee recognizes a need for a functional recreational park
complex in the Kona area which will service its increasing
population. For years , the County has planned, worked and lobbied
around the Kealakehe Regional Park concept, which was never
materialized. Your committee is aware of the economic advantages of
developing lands adjacent to the Old Kona Airport Parkin comparison
to sloped lands of the Kealakehe site. It is further recognized that
an appropriation of 1250,000 is being proposed in the FY 1984-85 CIP
budget which, if funded, will accommodate the initial grading and
leveling requested th

e nested site .
Duringfloor discussions,scussions, the need for a financial impact statement
was also emphasized but deferred as the purpose of this resolution
was to secure a firm committal by the State in transferring its
parcel to the County and because a recreational complex, be it at the
Old Kona Airport or at Kealakehe, is a very pressing need in West
Hawaii .
Your Committee on Public Works concurs with t• - intent and purpose of
Resolution 910-84 and recommend its ado•tion.
