Your Committee on Public Works, to which was referred
Communication 1602 relating to the Alii Highway; reports as follows :
Communication 1602 is from Mayor Herbert T. Matayoshi proposing that
the County develop the Alii Highway utilizing the Improvement
District concept as a basis for financing. The Alii Highway is a
five-mile thoroughfare which will relieve traffic congestion on our
already overtaxed Alii Drive by connecting it with the Kuakini and
Queen Kaahumanu Highways. The project has been approved under the
Federal Secondary Highway Program and is estimated to cost
$10 million.
Under the Improvement District concept, the County of Hawaii would be
obligated to pay for all engineering costs and one-third of all other
costs which includes land acquisition and construction. The balance
of the project costs would be proportionately assessed amongst
adjacent property owners benefiting from the project. It is
anticipated that the County' s one-third approximate share of
$4 million will be from Federal Secondary Highway funds and the
remaining $6 million from Improvement District Bonds.
Your committee has been advised that the Department of Public Works
has already been working with property owners affected by the
proposed Alii Highway alignment. The department advises that there
is a general consensus for the project and a willingness to
participate. -

If this concept is approved, pursuant to Chapter 12, Article 2,
Section 12-10 of the Hawaii County Code of 1983, a resolution will be
submitted for consideration which will direct the Chief Engineer to:
1) Investigate and report to the Council:
(A) Preliminary data concerning the.. special improvement
proposed to be constructed;
(B) The general character and extent of the proposed
improvement;
(C) Whether the improvement should be proposed on an area
or frontage basis;
(D) The new land necessary to be acquired, and the
estimated cost thereof and the proportion of the cost
which should be borne by the County;
(E) The boundaries of the improvement, the portions of the
cost to be borne by the County, and the portions of the
cost to be specifically assessed against the lands
specially benefited with the maximum unit of assessment
to be made against the property posed; and
( 2) To prepare and furnish all necessary drawings and other
data, details, and specifications for the improvements and
other matters or details intended to apply thereto.
Your Committee on Public Works is highly supportive of utilizing the
Improvement District as a means of obtaining financing for this
project and recommends that the Council approve the concept as
proposed in Communication 1602. -
