Your Committee on Public Works, to which was referred Bill 1102,
reports as follows :

The purpose of this bill is to afford any person, partnership, or •
- corporation in the County of Hawaii that was affected by the
November 16, 1983 earthquake the opportunity to rebuild damaged
structures and buildings without having to strictly comply with all
of the requirements of Chapters 5, 9, 11, 17 and 25 of the Hawaii
County Code, 1983. There are persons and business entities who were
not able to secure the necessary financing, plans, and permits during
the moratorium period immediately following the disaster and should
be entitled to the same relief. The bill recognizes retroactivity
and authorizes refunds of permit fees as appropriate.
Your Committee on Public Works concurs with he purpose of Bill 1102
and recommends that it pass first reading.
