THE COMMITTEE ON PUBLIC WORKS • DATE: August 15 , 1984 Re: Comm. 1670 TIME: 10:30 a.m. PLACE: County Councilroom, Hilo Chairman and Members • Hawaii County Council Hilo, Hawaii Your Committee on Public Works, to which was referred Bill No. 1109 relating to plumbing, reports as follows : The purpose of Bill 1109 is to update the Plumbing Code of the County of Hawaii . To do so, the Bill proposes that the County adopt the 1982 Edition of the Uniform Plumbing Code (UPC 82) in place of the 1976 Edition of the Uniform Plumbing Code (UPC 76) , as the standard for plumbing work within the County. The Bill also proposes for adoption a number of amendments which tailors the UPC 82 to local and climatic reguirements. Your Committee has received written testimony (Communication 1670) from the Department of Public Works indicating that the proposed code and its amendments have been reviewed by the Plumbing Code Review Committee. This Review Committee is composed of licensed plumbing contractors , a mechanical engineer, a civil engineer, a material supplier, a representative of the plumbing trades, a representative from the gas company, and a representative of our Department of Water Supply. Communication 1670 also highlights the significant differences between the existing Plumbing Code and that proposed by Bill 1109 . These differences include: LA/GM PWC REPORT NO ® 313 ADOPTED: AUG 2,21984 ', 9, A77 a L 411 III ti PWC-313 Page 2 August 15 , 1984 g 1. a permit fee increase;. 2. the requirement for a separate wasteline for sudsy waste in multi-story buildings; 3. backflow prevention devices on all hose bibbs; 4. the requirement that all water service lines be covered with a six inch minimum cover; and 5 . the requirement for back-water valves for plumbing in flood hazard areas in lieu of sewer ejector systems . Bill 1109 also increases the maximum fine for a violation of the Plumbing Code from 1300 to $1000. Your Committee on Public Works concurs that Bill 1109 updating the County Plumbing Code is in the best interest of the people and recommend passage of this Bill by the County Council. 861,.„i- ME' K.
