jour Committee on Public Works, to which was referred
Communication 1719, an application for a street vending permit on
Alii Drive for October 6, 1984, reports as follows:
Mr. Doug Geller of Middle Earth, Inc. , dba Tom Bombadil 's Food and
Drink is requesting, pursuant to the provisions of Chapter 22,
Article 1, Division 7 of the Hawaii County Code, that the Council of
the County of Hawaii , grant approval of his street vending permit
request to operate a food anddrink cart on Alii Drive on
October 6, 1984.
Your Committee is aware that October 6, 1984, is race day for the
Ironman Triathlon and expects Kailua to be congested with spectators
and participants . Portions of Alii Drive are scheduled to be closed
in order to facilitate safety and control of the day ' s activities .
Your Committee believes that street vending would addh "
to the
congestion and would not be conducive to overall public safety.
Your Committee on Public Works, therefore, recommends that the
request for street vending permit be denied by the County Council .
