Your Committee on Public Works, to which .was referred Bill No. 1133,
reports as follows:
The purpose of Bill 1133 is to update the Building Code of the
County of Hawaii . To do so, the Bill proposes that the County adopt
the 1982 Edition of the Uniform Building Code (UBC 82) in place of
the 1976 Edition of the Uniform Building Code (UBC 76) , as the
standard for building work within the County. The Bill also
proposes for adoption a number of amendments which tailors the
UBC 82 to local and climatic requirements .
Your Committee has received written testimony (Communication 1723 )
from the Department of Public Works indicating that the proposed
code and its amendments have been reviewed by the Building Code
Review Committee. This Review Committee is composed of licensed
building contractors , a structural engineer, a civil engineer, an
architect, a material supplier, a representative of the building
trades , a representative from the community college and a
representative of our Planning Department.
Communication 1723 also highlights the significant differences
• between the existing Building Code and that proposed by Bill 1133.
These differences include:
1. Provisions which allow buildings to be altered, repaired,
or modified without complying with all of the provisions
of the Code so long as the new work complies with the
Code and the buildings are not made to become unsafe or
overloaded.
2. A revised fee schedule based on area rather than
valuation.
3 Provisions which allow one toilet for use by both sexes
of the handicapped.

4. Fire protective provisions: (a) requiring one-hour
fire-resistive walls in apartment buildings between
apartments, common use laundry, storage rooms and; (b)
alarm systems in all apartment houses containing more
than 15 units
5 . Provisions requiring smoke detectors in basement areas
and that these detectors be connected to detectors in
sleeping areas.
6 . Deleting the provisions for Fire Zones and Fire
Districting.
7 . Adopting provisions for Factory Built Housing..
Your Committee on Public Works concurs that Bill 1133 updating the
County Building Code is in the best interest of the people and
recommends passage of this Bill by the County Council.
