Your Committee of the Whole to which was referred:
Comm. 207 : PROGRAM REVIEW RECOMMENDATIONS
From Councilwoman Helene H. Hale dated March 19 ,
1981, recommending the following:
(1) Suggests continuous review of programs.
Beginning in April, each Council Committee
should take those departments under their
jurisdiction and make specific recommenda-
tions of what programs to continue, modify
or terminate for a meaningful review and
to carry out the Charter mandate.
(2) Committee Aides should review submittals
and make recommendations to Committees.
Each Committee should personally visit
each department, interview employees about
their jobs and working conditions.
Comm. 223 : PROGRAM 'REVIEW RECOMMENDATIONS
From Councilwoman Merle K. Lai dated April 2 ,
1981,. submitting the following recommendations: •
(1) Standing Committees should address specific
program areas assigned to the Committees and
be responsible to schedule reviews and exami-
nations of department' s program; a report of
their findings and recommendations to be
submitted to the Council.
(2) Funding requests should be referred to
the Committee on Finance.

Comm. 223 : (3) Council should establish policy direction '
(Cont'd. ) by which Executive Branch will be able to
develop proper goals and objectives to
implement Council' s wishes. Policy direction
to establish basic criteria for development
of standards by which program results will
be adjudicated.
(4) Except for positions affecting the public
health, safety and welfare, Administration
and Council should freeze new hires and
reallocations until the uncertainties
presented by the Federal and State budgets
are clarified.
recommends to refer these communications to the Committee of the
Whole Chairman to decide which departments go in which Committees
and then on that basis, the Committees then would take responsibility
for doing an in-depth study on the various departments under their
jurisdictions.
