Comm. 260 SECTION 3-17 , HAWAII COUNTY CHARTER, RELATING
TO MANDATORY PROGRAM REVIEW
From. Chairman Tomio Fujii, Committee of th.e
Whole dated April 28 , 1981, submitting the
following recommendations :
(1) Subsequent reviews be conducted by the
standing committees of the Council with.
assignments based upon the committee re-
sponsibilities listed in the. Rules of
Procedure.
(2) Chairpersons get together to develop a
review schedule based upon priorities
over the next four years .
(3) The staff report should present a brief
summary and assessment of the progress.
and status.. of the program, as well as th.e
success with which the agency has met or
is attempting to meet the legislative
directions and intent.
(4) All requests for a program review report
shall be processed through a duly adopted
motion.
(5) Upon submittal of the staff report, the
standing committees are to deliberate on
the findings and submit their committee
report to the Committee of the Whole with
their recommendations.
(6) The initial four-year review period be the
term of 1980-84 Council.
recommends to approve the recommendations of Communication 260.
