June 30, 1982.

recommends Ordinance Bill 737 be amended as follows:
SECTION 1.
General Obligation Bonds
Changing Capital Projects Fund from•- $5, 457, 000 to $6, 487 , 000.
Changing Total from. $5, 457 , 000 to $6,487 , 000.
SECTION 2 .
C. POLICE DEPARTMENT $1,100, 000
1. Changing Kailua-Kona ..Police Station- to Kealakehe
Municipal Complex
D. DEPARTMENT OF PARKS & RECREATION - Increase. from $825,000
to $2 ,030,000.
4. Increase Minor CIP - Islandwide from $100,000 to
$160, 000.
Add -
10.. . Honaunau Boat Ramp - $60, 000.
11. Honokaa Gymnasium '$600'; 000. •
12. Puna Parks Improvements -. $100, 000.
13 . 'P ahala Community .Center ;$250, 000.
14 .. Honokaa Rodeo Arena -- $85 ,000.
15. Kulaimano Park - $50, 000.
E. DEPARTMENT OF PUBLIC WORKS - Decrease from $3 ,282, 000 to
$3 ,107 ,000.
6. Alii Drive Realignment - Decrease from $500, 000 to
$175, 000.
Add -
24. Puna Roads and Drainage - $150,000.
Increase TOTAL CIP REQUESTS from $5 ,457 ,000 to $6,487 , 000.

SECTION 3 . to read:
"The Director of Finance shall open appropriate accounts for
each project, to make monies ..available, and, to expend funds
forthe projects listed herein. "
SECTION 5. to read:
"The Mayor ..shall initiate-. authorized - projects, taking into
consideration the—factors of public need, general financial
condition of the general fund, . highway fund, sewer fund,
parking meter fund, and revenue sharing fund, as well as
the County's general economic conditions.. The Mayor shall
have authority. to . defer projects with The 'approva'l of the
Council whenever it is determined that the fiscal and
economic condition does not warrant expenditure ofthe
appropriated funds. "
SECTION 6 to read:
"SECTION' 6. For clarification purposes, mat'er'ial from
the original bill to be omitted is bracketed and new
material' is und-ersc-or:e'd.
Add SECTION 7. This ordinance shall take effect on July 1,' 1981.
Further recommends Ordinance Bill 737 , as amended, be adopted by the
Council on second and final reading.
