(representing Self Discovery Through Art) COMMUNI- The Chair directed the Committee to proceed to the next order of business, CATIONS: Communications. Comm. 94: FISCAL YEAR 2017-2018 NONPROFIT GRANT REVIEW PROCESS AND FORMATION OF AN AD HOC COMMITTEE From Human Services and Social Services Committee (HSSSC) Chair Maile Medeiros David, dated February 1, 2017, describing the nonprofit grant review process and requesting formation of an ad hoc committee. The ad hoc committee would conduct application reviews with the applicants for the County's annual nonprofit grant awards and then report its findings to the HSSSC. Postponed: February 21, 2017 (Note: There is a motion by Ms. O'Hara, seconded by Ms. Poindexter,to close file on Comm. 94.) ; and Comm. 94.1: From Finance Director Collins Tomei, dated February 10, 2017, transmitting applications from eligible nonprofit organizations for the Council's review and appropriation of funds for the Fiscal Year 2017-18 nonprofit grant program. Comm. 94.2: ; and RECOMMENDATIONS FOR GRANT APPROPRIATIONS TO NONPROFIT ORGANIZATIONS From Human Services and Social Services Committee (HSSSC) Chair Maile David, dated March 16, 2017, transmitting the HSSSC Ad Hoc Committee's recommendations for grant funding to nonprofit organizations for inclusion in the County of Hawai`i Operating Budget for Fiscal Year 2017- 2018. A total of 145 eligible applications were received, with requests totaling $6,528,193. The recommendations have been developed through a review of all applications with each applicant. CHR. DAVID: Thank you, Mr. Clerk. And just for the—for our new colleagues,the purpose of this meeting is just to present to this body and to the Page 2 HS S SC-3 April 4, 2017 Council the ad hoc committees' recommendations for the 2017-2018 nonprofit grant funding, and that's going to be included in the operating budget. So, Hawai`i Revised Statues 92-2.5 and our Council Rules regarding—Rule 7, regarding ad hoc committees' prohibits the Council from any deliberation today. Therefore, we will have no discussion on the recommendations. And so the purpose that we have this communication on the agenda is formally to receive those recommendations. And then therefore, I will now entertain a motion to postpone Communication 94.2 and all related communications to the meeting of the Human Services and Social Services Committee, to our April 18, 2017 meeting in Kona,please. Motion to Postpone: Ms. Eoff moved to postpone Comm. 94 and all related communications to April 18, 2017. Seconded by Mr. Richards. CHR. DAVID: Any discussion on the postponement? Mr. Kanuha. MR. KANUHA: Just real quick for clarification. When are we going to be able to talk about the recommendations? CHR. DAVID: At the April 18, 2017 meeting, we will have our chance. MR. KANUHA: Thanks. I keep on forgetting how many stages, you've got to go through. CHR. DAVID: I know, I know. This is the second stage. So, we can talk next time. Any other discussions? Thank you. Seeing none.
