Testimony By: Dexter Yamada,Joy Gold
Chair Poindexter,and Members of the Hawaii County Council:
Dexter Yamada is President of KYD Inc,doing business as K Yamada Distributors.Joy Gold is a consultant to Dexter
Yamada and KYD, Inc a locally founded,family run business in Kalihi since the 1940's as a florist and a supplier of
florist supplies. In 1958 KYD evolved into the packaging company of today and later expanded into a distributor of
many other fine products.Today, KYD, Inc and its sister company, Hawaii Finest Products, LLC(nee: Hawaii Foam
Products, LLC)employ about 90 employees and contribute to Hawaii's economy through taxes and payroll.The
companies manufacture and distribute food packaging materials and distribute a variety of supplies for food
processors,food establishments,supermarkets, hotels, hospitals and other institutions.
This testimony focuses on the proposed amendments. However,we ask that concerns raised in Bi1113d2
testimony be kept in mind:
1. Definition of Recyclables. This is a very narrow definition that only includes plastics accepted in the
Hawaii County Recycling Program. In the spirit of the stated definition that recyclable means material
that has reached the end of its current use and is processed into material used in the production of new
products, PS foam food service containers meet the definition of recyclable and it is the trash of choice
for BioEnergy Hawaii's WTE facility which will soon be online (2018—2019). http://hawaiitribune-

Further,without a commercial compostable facility,compostable food ware does not meet the
definition either.
2. Section 20. Required Use of Recyclable or Compostable Food Service Ware and Section 20. Exemptions.
(b) Coolers and ice chests intended for reuse are exempted. Yet,these products have proximity to
the ocean and are more than likely a larger part of ocean debris compared to PS foam food
service containers.
(c) Packaging of raw meat,fish and eggs shall be exempt until such time that compostable
alternatives are developed and available.
The exemption clause for packaging of raw meat,fish and eggs acknowledge that there are no
current compostable alternatives available. There are no comparable alternatives to PS foam
food service containers that can compete on safety,functionality,and affordability.Yet,the bill
persists to ban it and create a mandated marketplace for compostable alternatives.
